role PURPOSE

The work of the Regional Gender Equality and Inclusion Specialist is to support and work closely with the Regional Head Gender Equality and Inclusion in providing regional strategic support for Plan’s work on gender equality and inclusion. The role will focus on the capacity building of the 14 Country Offices in West and Central Africa (WACA), and will work with country programme teams and gender focal points to ensure that Plan’s programming in the region effectively integrates gender transformation as a core part of its approach, and becomes well known for quality, innovation and results. The role will also support the integration of gender transformative approaches in the internal transformation processes across the region, as well as build Plan’s reputation in the region as a thought and practice leader in the field of gender equality and inclusion.

Dimensions of the Role

  • Lead the roll-out of Plan’s Gender Equality and Inclusion Capacity Building Programme in the WACA. Ensure that appropriate knowledge, skills, tools and capacities are in place to support Plan staff’s performance on gender equality and inclusion.
  • Develop and support a Gender and Inclusion network comprised of gender focal points in country offices to expand and strengthen their technical skills in gender and inclusion.
  • Provide advanced technical support to country offices on gender transformative programming and influencing for innovative, evidence-based and impactful programmes, and support resource mobilization.
  • Support the operationalization of the Global Gender Equality and Inclusion Policy throughout the region.
  • Supports countries in the integration of gender transformation in country transformation processes including strategy development, implementation, and monitoring.

Accountabilities

Capacity Building

  • Lead the roll-out of Plan’s Gender Equality and Inclusion Capacity Building Programme Planting Equality 2.0 in the region, including monitoring of regional progress and performance.  Ensure that appropriate knowledge, skills, tools and capacities are in place to support Plan staff’s performance on gender equality and inclusion.
  • Assess level of capacity in the region on gender & inclusion, working closely with HR.
  • Support the Regional Gender Equality Network to become an effective community of information sharing and exchange on gender equality. Ensure that the Regional Gender Network (including CO gender advisors and focal points) provide high quality support that is valued by members, including opportunities for learning and exchange that improve performance. Ensure alignment with the Global Gender and Inclusion Group (GIG).
  • Help countries in the WACA region to internalise, demystify gender transformative programming and build the confidence of country programme staff in utilising the available gender transformative tools.
  • Provide support to relevant country technical advisors to ensure that they are able to introduce and apply Plan’s Gender Transformative Marker to all programmes.
  • Support CO Gender Advisors on Gender Equality & Inclusion Self-Assessments (GEISA) and annual Gender & Inclusion Reviews (GIR).

Programmatic Technical Advice and Knowledge Management

  • Provide expert advice, support and advanced technical expertise to countries on programme development, particularly on strategic and multi-country proposals.
  • Support the resource mobilization process by drafting project proposals for regional gender transformative programme models and providing advice and inputs to major proposals that are developed by Countries and National
  • Working closely with country program teams and gender advisors, consolidate our knowledge and experience on gender transformative programmes for effective engagement at country and regional level platforms, generating and sharing learning on emerging knowledge and practices.
  • Track and analyse progress and results of the embedding of gender transformative in the region, providing recommendations for improvement. Support country offices in the use of Plan’s Gender Transformative Marker.
  • Provide technical support on gender equality and inclusion in the development of the Country Strategies to ensure the gender transformative approaches.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Technical expertise, skills and knowledge

Essential

  • 5 or more years of experience in similar positions providing technical expertise on gender and inclusion, managing gender equality projects, etc, in several different countries
  • Advanced degree in social work, social sciences, gender, protection or similar
  • Previous experience in West and Central Africa
  • Sound grasp of intersectionality & feminism, and a passion for dismantling patriarchy

  • Experience in facilitation and capacity building, action learning approaches
  • Knowledge and experience in using participatory and gender transformative development and influencing methods
  • Deliver effectively and engaging gender/inclusion training, through adult education facilitation and training skills.
  • Apply a range of gender and inclusion analysis tools and conduct high-quality and nuanced gender and inclusion analysis from a child rights perspective.
  • Support program managers and staff to design and implement evidence-based solutions for gender transformative programs, and to provide monitoring and quality assurance support on the ground.
  • Measure progress in gender and inclusion outcomes, analyses gender-relevant data and document the results/changes in social norms and recommendations in reporting on programmes.
  • Ability to facilitate difficult discussions with various stakeholders – including on young people’s sexuality and male privilege.
  • Develop/design gender and inclusion staff capacity building programmes and training agendas.
  • Identify and engage gender and inclusion champions and build support networks among colleagues and partners
  • Excellent command of French and English, both speaking and writing
  • Capture and share learning to promote organisational capacity for gender transformative programming.
  • Strong team-building and motivational skills. Ability to inspire others and bring them around a common agenda.
