WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
ORGANIZATIONAL CONTEXT
This position is located in WFP Ethiopia Country Office based in the Jijiga Area Office. Job holders report to the Programme Policy Officer at the Duty Station.
At this level, work is carried out under minimal supervision. Job holders are expected to produce organized and accurate work, undertaking specific business support activities. They may offer guidance on standard practices to more junior staff in their area of work.
JOB PURPOSE
To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery. In addition to the accountabilities for the position, the Programme Associate Market and Livelihoods will primarily be responsible to lead food security, livelihoods and market analysis and coordinate. S/he will provide technical advice and support to the work of the Area Office’s programme unit and to Sub-Offices in the region. S/he is expected to lead/ implement pilot projects related to the specific areas of focus.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide technical support in food security, livelihoods and market analysis and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
- Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
- Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
- Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
- Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
- Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
- Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Perform other duties as required.
OTHER SPECIFIC JOB REQUIREMENTS
- Coordinate and communicate with implementing partners, agencies, NGOs and government institutions to plan and perform process monitoring.
- Coordinate with key actors, identify solutions (responsible and timeline) for monitoring findings or any reporting delay in line with M&E SOP, for implementing partners/ third party monitoring (when applicable).
- Arrange for regular meeting to follow-up action plans and to present process monitoring findings.
- Arrange for regular meetings with programme team to review performance in relation to market assessment to identify appropriate feasible and cost efficient solutions.
- Support projects and operational activities that maintain and develop government and third parties’ partnerships in order to maximize the results of the WFP’s agriculture and livelihoods related programme activities in both scenarios of emergency relief and development.
- Coordinate and ensure accurate, timely recording of data and consistency of information presented to stakeholders (Donor’s restrictions, food release notes, distribution data, completion data, etc),
- Provide livelihood guidance, on an individual or group basis, to increase beneficiaries’ awareness of different business options based on market assessment and beneficiary interests.
- Strengthen WFP partners’ knowledge base on market analysis and market assessment for food security through capacity development activities and through information sharing.
- Maintain and update databases on market indicators related to food security.
- Liaise with cooperating partners and third parties to build and strengthen WFP activities in relation to capacity building and resilience in relation to agricultural activities and livelihoods.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Technical analysis aptitude (i.e. food security & livelihoods, VAM, markets, etc.).
- Has contributed to implementation of programmes.
- Has observed or assisted with policy discussions.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area, a diploma or a university degree in one or more of the following disciplines: agriculture, economics, international affairs, business administration, social sciences, development, is desirable.
Experience: At least six or more years of progressively responsible work experience with components of livelihoods analysis and market analysis to inform programme decisions.

LANGUAGE
Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
