Position: Country Finance Manager – Sudan

Location: Various locations across Sudan, with a base in Port Sudan

Reporting to: Country Director (Direct Supervision)

Technical Supervision: Regional Finance Director

Duration: Full-time position

Objective:

The Country Finance Manager will oversee and strengthen financial operations, ensuring robust financial management practices that support the organization’s programs and objectives in Sudan.

Key Responsibilities:

Financial Operations:

• Lead the finance operations, providing strategic support to field teams and ensuring effective financial structures and capacity building in field offices.

• Identify and address areas for improvement within the Finance team, implementing training and capacity-building initiatives to foster continuous development.

• Collaborate with the operations team to monitor procurement and expenditures, manage inventory, and oversee the requisition system.

Financial Management:

• Oversee data entry and financial transactions within the NetSuite financial system, ensuring accuracy and compliance.

• Prepare and validate monthly financial statements, including balance sheets and income statements, for the country office.

• Develop and manage cash flow forecasts, maintaining optimal bank account operations and relations.

• Ensure that all transactions are processed promptly and accurately onto the accounting system, using RI and funder coding for all records and month-end outputs

• Perform monthly reconciliations, including bank reconciliations and cash count, to ensure all balances are up to date, complete and correct

• Submit statutory in-country returns, accounts and ensure timely submission of expenditure by team members and processing of expenditure

• Monitor procurement to ensure that it complies with internal policies and donor requirements

• Ensure that all staff expense claims, cash advance requests and acquittals processed in a timely manner and adhere to relevant RI’s Global Delegations of Authority, processes, procedures and documentation.

• Oversee all financial records keeping, security and organizing by maintaining an efficient, robust, transparent filing system.

• Act as a key focal point with banks and be responsible for resolving bank related issues and keeping signatories up to date as instructed

• Escalate any financial compliance issues to the relevant line management

• Ensuring best practices and strong internal controls are maintained for all financial functions of RI Sudan.

Budgeting and Grant Management:

• Support the delivery timely and accurate financial budgeting, monitoring and reporting in compliance with legislation and statutory, institutional and funder regulations

• Ensure adherence to donor regulations across all RI grants, participating in grant management meetings and budget revisions as needed.

• Maintain comprehensive records of all budgets and create activity codes for approved budgets, ensuring accurate implementation in NetSuite.

• Monitor budget execution and develop tools for analyzing grant expenditure trends.

• Prepare & Review the BvAs, advice on any required documents coding when it is needed

• Reviews budget revision in close coordination with Program Coordinator/Director when necessary

• Maintain proper records of all budgets for the country office

• Create activity codes when the budget is approved and ensure to upload correctly in NetSuite

• Assist in realignment exercises as needed for any budgets and ensure review of the same by RSO.

• Monitor the program budgets and expenditure in the BVA.

• Conduct review of budgeting and actual expenditures and develop analysis tool to follow up on over/under spent of the grant.

• Consolidating budget inputs and linking to the donor format for onward review by the country Finance Manager

• Preparing a country master budget that consolidates all country costs and the coverage/gaps available for these costs from grants. Updating the master budget quarterly

• Preparation of common cost allocation for all the shared costs in the country and ensure consistent application of the same

Donor Reporting and Compliance:

• Lead the preparation of budgets for proposals, ensuring alignment with the Country Master Budget and cost allocation policies.

• Coordinate the preparation and submission of timely donor reports, ensuring compliance with donor agreements and contracts.

Policies and Procedures:

• Uphold RI policies and procedures across all transactions and locations, coordinating with senior management to review and update country-specific SOPs.

Partner support

• Assess partners’ financial management abilities, identifying capacity needs for successful financial management

• Provide ongoing training to and monitoring of partner and other associate organizations in the management of financial procedures as required by RI to ensure transparency and compliance with RI, statutory and donor requirements

Financial Systems:

• Manage the NetSuite financial system, providing training to finance teams and troubleshooting system issues as needed.

• Ensure proper archiving of transactional documents in compliance with organizational standards.

• Provide training and capacity enhancement to finance teams on the use of NetSuite system

Payroll Management:

• Review and reconcile payroll records, ensuring accurate payroll processing and compliance with financial records.

Internal Controls:

• Maintain robust internal controls within the finance department, ensuring the safeguarding of organizational assets through proper segregation of duties.

Equity, Diversity, and Safeguarding:

• Promote an inclusive work environment that respects diversity and gender equity.

• Uphold RI’s safeguarding policies to ensure the safety of vulnerable communities.

Qualifications:

• Bachelor’s degree in Accounting or Finance;

• Chartered Accountant or CPA preferred.

• Extensive experience in financial management within NGOs, with familiarity in international donor and government grant administration.

• Proficiency in NetSuite and advanced Microsoft Office skills;

• Ability to travel internationally to support country programs.
