Overall purpose of the role

Under the line management of the Country MEAL Manager, the Country MEAL Coordinator will work closely with technical leads at country level, programme field teams, and field-based MEAL staff, to ensure that the DRC MEAL minimum operating procedures are adhered to, systems and processes are rolled out and being implemented. The Country MEAL Coordinator will be responsible for coordinating all country led MEAL related works, supports in logical framework development for proposals, leads on the writing of PDM/evaluation reports, as well as DRCs Results Plan. The coordinator will provide technical support to MEAL field teams and serve as backstopping support to area offices. The Country MEAL Coordinator working closely with the MEAL Manager, will be responsible for strengthening DRC Somalia’s monitoring, evaluation, learning, and accountability

Responsibilities:

Monitoring and Evaluation

  • In coordination with programme technical leads and grants, lead on logical framework development for all proposals.
  • Develop MEAL Plans for all projects and ensure dissemination and trainings to MEAL field staff.
  • Ensure PDM tracker, MMP, and ITT are all up to date in close collaboration with field MEAL teams and in line with internal standard operating procedures.
  • Develop or review relevant tools/methods to improve data collection for e.g. baseline studies, impact assessments, etc based on lessons learned.
  • Harmonize MEAL data collection tools across DRC programmes in relation to the data management needs on specific project designs.
  • Digitalise all data collection/registration tools as needed through Kobo.
  • Organize, participate and lead on Third Party Monitoring/ External Evaluators visits across the DRC Somalia portfolio depending on donor requirements and needs.
  • Analyse and draft post distribution monitoring reports.
  • Conduct CHS assessment.

Capacity Strengthening

  • Provide capacity-building training to the MEAL officers and programme teams for the baseline assessments, Mid-term assessments, Final Evaluations, Impact assessments and have consistent understanding of questionnaires/guidelines**.**

Accountability

  • Coordinate the design and implementation of accountability systems for projects working closely with Programme Managers across CCCM, Protection, WASH, Economic Recovery, and Emergency programming.
  • Build the capacity of staff to plan and implement effective accountability systems for the country programme.
  • Strengthen the country program’s beneficiary and feedback complaint mechanism and set-up new systems as required.

Learning

  • Actively participate in project kick-off meetings, quarterly review meetings and close-out meetings in order to highlight lessons learned, cross-project components aimed at replicating good practices, and strengthening synergies between programmes.
  • Regularly present key M&E findings to the country office SMT and area teams for further development.
  • Perform other duties as directed by the MEAL Manager**.**

Qualifications and Experience

  • Minimum of 4 years of work experience within the field of monitoring and evaluation as a Country or Area MEAL Coordinator
  • A bachelor’s degree in relevant field (development, social research preferable with a focus on monitoring and evaluation as well as compliance issues) or any other social science
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants’/refugee settings in complex emergencies
  • Experience in BHA DQA, participatory assessments, and community-based monitoring approaches
  • Clear understanding of Core Humanitarian Standards (CHS)
  • Have good interpersonal skills and maintain good rapport with communities and respective local authorities
  • Experience with capacity building of national staff, and in convening and facilitating trainings and workshops

Conditions

Contract: 12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff, Employment band Non-Management G
