information they need, the ability to connect, and the means to make their voices heard. Internews has been working in South Sudan since 2006, establishing community radio stations across the country and training South Sudanese journalists to operate them. We also implement other activities across the sector, including actively working to meet the critical information needs of South Sudanese communities.

Project Summary
Internews will be implementing the Voices on the Move Project in Jamjang, Maban and Renk project funded by the Department of State’s Bureau for Population, Refugees, and Migration (PRM). The project is focused on establishing safe, accessible, and life-saving information services that mitigates protection and health risks and optimizes the effectiveness and efficiency of humanitarian response services for refugees, returnees, and host communities as well as strengthening the Community Engagement Network (CEN). Internews will be implementing the Voices on the Move Project in Jamjang, Maban and Renk project

Position Summary
The Monitoring and Evaluation (M&E) Officer supports the implementation and management of
monitoring and evaluation as per the project work plan and performance monitoring and evaluation plan.
The position will work closely with CEN staff based in Juba, Maban and Jamjang, including with their
capacity building, as well as Internews staff in field locations and in Juba. The M&E Officer is expected to have exceptional skills in data collection, data verification, data management, quality control, data analysis, and data visualization and an appreciation for the mission of Internews and their partners. The M&E Officer will play a critical role in working closely with the Humanitarian Project Director to ensure timely and quality reporting to the donor (quarterly and annual), necessary baseline and endline surveys and evaluations, promote a culture of learning and program improvement, and effective monitoring such that program deliverables are achieved and challenges addressed proactively.

The position will be based in Juba, with occasional travel to Maban and Jamjang to support project M&E
needs.

Key Responsibilities

Data collection and verification

  • Working closely with the HPD, design and ensure clarity around the work plan and indicator
    data collection
  • Collect, verify, and report on different data points with attention to indicator progress and
    reporting per donor (Department of State) templates and standards directly with the partner in
    field locations and Juba
  • Collate and maintain files for all data, sources of verification and supporting documents as
    required by M&E plans including attendance records, training assessments, surveys, and report
    forms
  • Support CEN to collect data per M&E plans
  • Conduct site visits to field locations to verify data collection methods and systems
  • Ensure completion of necessary baseline, midline and endline surveys as needed; as well as
    responding to other evaluation needs in support of donor inquiries and requirements
  • Roll new data collection and analysis tools like Commcare, Kobo etc

Data analysis and visualization

  • Support Internews and CEN staff to use data points and visualizations in reports and project
    documentation
  • Support the HPD, Humanitarian Media Officer and Protection Specialist to use data to report
    on partner performance
  • Train partners to utilize data reports to inform project reporting and adaptation

Donor reporting

  • Participate closely in quarterly and annual donor reporting processes, including maintaining
    accurate indicator data
  • Support HPD to verify and update narrative text as needed, including program highlights,
    success stories, and photos

Capacity building and training

  • Work with CEN to ensure all monitoring data is accurate, complete, and sent on time
  • Provide training to CEN and Internews staff in basic M&E techniques and tools in support of
    PRM project objectives
  • Offer regularly scheduled on-site training to ensure M&E and reporting compliance
  • Train Internews staff and partners in basic M&E techniques and tools

Other

  • Support Internews in South Sudan with any other data- and indicator-related inquiries, to
    support proposal and business development

Media infrastructure. Internews provides a broad range of infrastructure support to enable independent media to provide vital news and information, including providing journalists and stations with production equipment, creating production studios, and building radio stations from the ground up.

Media law and policy. To allow independent media to fulfill their “watchdog” function, Internews has worked for the adoption and implementation of fair media laws and policies in 21 countries.
