Project Summary:

Land O’Lakes Venture37 is preparing for an anticipated USAID/DRC Agricultural Activity with a potential procurement release date in September/October of 2024. The purpose of the Activity will be to develop resilient agriculture and food market systems that support the accessibility and consumption of safe and nutritious food in the DRC Feed the Future Zone of Influence (ZOI). At this time, the likely ZOI is expected to be in Kasai Central and Kongo Central, with an anticipated total area of 2.3 million hectares and an estimated population of 2.33 million people.

Position Summary:

The Monitoring, Evaluation, and Learning (MEL) Manager will lead the development and implementation of a MEL system for this market systems development (MSD) project. The MEL system will track and learn from data both at the agent-level (participant producers, firms, other organizations) and at the systems-level (linkages, flow of information and finance, etc.). The MEL Manager will be responsible for developing and updating a MEL Plan, creating tailored data collection tools, training staff and partners, planning and overseeing data collection, ensuring data quality, processing and analyzing data for use in reporting and learning purposes, and leading the adaptive management of the project. The MEL Manager will report to the Chief of Party with technical oversight from the Global Monitoring, Evaluation and Learning Team from Venture37 headquarters. The position will be based in Kinshasa, DRC.

Primary Responsibilities:

  • Lead the development of the MEL system for the project that includes innovative methods for both agent and systems-level measurement and update the system as necessary throughout the life of the project.
  • Manage a tablet-based, electronic data collection platform, including training staff and ensuring timely data entry and cleaning.
  • Develop results chains and specific monitoring plans for each partnership in collaboration with the technical team.
  • Develop data collection tools that can be used across partnerships and bespoke tools, as necessary
  • Conduct internal surveys and learning studies, including developing a scope of work and sampling strategy, selecting, training and managing enumerators, data cleaning, analysis and reporting.
  • Select and manage appropriate consultants for evaluations and research, as required, including developing scopes of work, reviewing survey design, conducting quality control of the work and reviewing final reports.
  • Perform a regular review of data collection processes and data to ensure quality, including review of all data submitted, field visits, and conducting annual data quality assessments.
  • Provide regular updates on project progress against key metrics to the Chief of Party for inclusion in donor reports, work planning and learning events.
  • Assist project staff to use project data to report and disseminate evidence of project work to the wider community, USAID, Venture37, Host Government, and other external stakeholders.

Required Skills and Qualifications:

  • Bachelor’s Degree in economics, statistics, or related field.
  • A minimum of seven (7) years of relevant and progressive experience designing and implementing MEL systems for donor-funded development projects in the DRC.
  • Experience in implementing MEL systems for USG donor funded projects, especially USAID.
  • Experience managing staff on a development project or similar project.
  • Experience conducting learning events and facilitating conversations to enable and encourage problem-solving and adaptive management.
  • Computer literacy and competency in use of Microsoft Office software.
  • Proficiency in statistical software (e.g. Stata, SPSS).
  • Strong interpersonal, writing, and oral presentation skills in French.

Preferred Qualifications:

  • Master’s Degree or equivalent in economics, statistics or other relevant area.
  • Experience implementing MEL for agricultural or food security development projects.
  • Experience in implementing MEL in a Market Systems Development project, including measuring systemic change.
  • Experience overseeing MEL in agriculture-related projects.
  • Proficiency in PowerBI and GIS Software.
