ROLE SUMMARY:

The Finance Manager reports directly to the Country Director (CD) and has functional reporting lines to the Senior Manager, Field Finance (SMFF). You will be responsible for ensuring the financial integrity and sustainability of Right To Play and the proper implementation of financial procedures. You will collaborate closely with various departments, partners, and donors to oversee financial operations, implement sound fiscal policies, and contribute to the overall success of the organization.

As a member of the Country’s Senior Management Team, you will provide leadership in the development and management of all financial aspects in alignment with organizational policies and the Country Strategic Plan.

You may be required to travel to areas of hardship in the country of operation. Travel outside the country may be required.

WHAT YOU’LL DO:

#1: Financial Management (30% of Time):

  • Implement financial strategies, policies, and procedures to ensure efficient and effective financial operations.
  • Monitor the budgetary processes and performance, ensuring alignment with organizational goals and donor requirements.
  • Collaborate with program manager/s to develop annual budgets and financial forecasts.
  • Conduct regular financial analysis including but not limited to BvA analysis and provide insights to support strategic decision-making and recommend corrective actions (if needed).
  • Coordinate and manage external audits, ensuring compliance with regulatory standards and donor expectations.
  • Maintain effective internal control systems to safeguard the organization’s assets.
  • Stay abreast on program priorities and their financial implications and make field trips on a regular basis to conduct audit spot checks.
  • Prepare and supervise the Cash Flow, along with the monthly Cash Transfer Request to HQ, ensuring that adequate balances are maintained to support the implementation of grants.
  • Identify and assess financial risks, proposing and implementing risk mitigation strategies for the Country of Operations.
  • Verify the preparation and regular updating of the annual consolidated Country Office Procurement Plan.
  • Support the procurement committee members in conducting procurement verification tasks and ensure all purchase documents are well documented and followed according to policies.
  • Review consultancy, vendors, and partnership agreements from a financial standpoint prior to obtaining final approval from the authorized party.
  • Stay informed about changes in financial regulations and compliance requirements.
  • Perform and oversee routine spot checks on inventory records to verify the alignment of inventory tracking reports submitted by the logistics department.
  • Perform and oversee routine spot checks on Asset Lists to verify the alignment of Fixed Asset Register submitted by the logistics department.

#2: Financial Accounting and Reporting (30% of Time):

  • Responsible for preparing the monthly financial report (MFR), provide any explanation needed within the report, and ensure timely submission to HQ Finance.
  • Ensure smooth and proper closeout of Country Office books on monthly basis and by end of the year.
  • Oversee the timely preparation, review, and approval of all monthly reconciliations for bank accounts and cash.
  • Supervise the bookkeeping responsibilities, which involve managing the general ledger, accounts payable, accruals, prepayments, accounts receivable, and payroll.
  • Supervise the correction of coding errors for recorded transactions in the system, as required, through collaboration between the finance team and project team.
  • Prepare accurate and timely financial reports for internal and external stakeholders, including senior management and donors.
  • Manage and track the expenditure and forecasts of local partners in alignment with approved budgets.
  • Supervise the validation of supporting documents from partners and occasionally engage in on-site visits to assess their operations
  • Ensure compliance with donor reporting requirements and international financial standards.
  • Maintain complete and accurate supporting information for all financial transactions.
  • Maintain current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.
  • Ensure all statutory requirements of the organization are met including but not limited to Charitable Status, Withholding Payments, Income Tax, Social Security and VAT.
  • Monitor petty cash accounts including the spot checking of balances and payments.
  • Oversee the collection and recoverability of contractual advances, project partner activity advances, staff activity and travel advances, and other receivables.
  • Ensure accurate and timely monthly payroll preparation process as well as quarterly and annual payroll reconciliations.
  • In collaboration with P&C, ensure all employees have submitted accurate timesheets in accordance with the approved level of effort percentages. Additionally, ensure the preparation of financial analysis related to this matter for each grant.

  • Oversee financial aspects of grant proposals, budgets, and compliance to ensure alignment with donor guidelines and Right To Play Grant Management guidelines.
  • Work closely with program manager and project managers/ officers to track and report on the financial progress of projects.
  • Oversee comprehensive financial documentation for funding awards and effectively manage grant tracking files and systems, ensuring prompt invoicing, periodic reporting, and grant closure in alignment with grant agreements.
  • Organize and support the financial assessments, reviews, monitoring, and training of local partner organisations.

#4: Capacity Building and Team Management (10% of Time):

  • Provide training and support to finance and non-finance staff on financial management best practices and donor compliance.
  • Foster a culture of financial accountability and transparency within the organization.

  • Ensure comprehensive and constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with all country finance staff.

Right To Play is a global organization that attempts to teach children in need with educational games. It was founded in 2000 by Olympic gold medalist Johann Olav Koss,

Right To Play's programs are facilitated by more than 14,900 local volunteer coaches and more than 620 international staff.

Working in both the humanitarian and development context, Right To Play builds local capacity by training community leaders as coaches to deliver its programs in 18 countries affected by war, poverty, and disease in Africa, Asia, the Middle East, and North America.

Right To Play is headquartered in Toronto, Canada and has national offices in Canada, Germany, Norway, the Netherlands, Switzerland, the United Kingdom and the United States. The national offices raise funds, build awareness for Right To Play programs and advocate for play based learning.

Between 1994 and 2000, Right to Play, formerly Olympic Aid, continued to raise funds for children in disadvantaged situations, building on the momentum of subsequent Olympic Games. In 1996, Olympic Aid formed a partnership with UNICEF and raised $13 million US prior to and during the Games in Atlanta. The funds assisted UNICEF in vaccinating approximately 12.2 million children and more than 800,000 women.

This vaccination effort was extraordinary as it resulted in temporary Olympic Truces in Afghanistan and the Kurdish region in northern Iraq. All fighting stopped in the regions so the UNICEF staff could safely immunize the children and women of these areas.

With its incorporation in late 2000, Olympic Aid (which became Right To Play) made the transition from “fundraising vehicle” to implementing Non-Governmental Organization (NGO). In March 2001, the first sport and play programs began in refugee communities in Angola and Côte d'Ivoire.

During the 2002 Olympic Winter Games in Salt Lake City, Olympic Aid hosted a Roundtable Forum entitled “Healthier, Safer, Stronger: Using Sport for Development to build a brighter future for children worldwide”. United Nations Secretary-General Kofi Annan gave the keynote address while global leaders in health, sport and development participated in a moderated discussion of the role of sport in relation to four development issues: vaccination, tobacco-free sport, HIV and AIDS prevention and the rehabilitation of refugees. With participants including Archbishop Desmond Tutu and Dr. Jacques Rogge, President of the International Olympic Committee, the Olympic Aid Roundtable placed Sport for Development firmly on the UN agenda.
