Chemonics seeks a Technical Advisor for the anticipated $50-100 million USAID Zambia President’s Malaria Initiative (PMI) Activity. This activity aims to advance the goals of PMI and the Zambia National Malaria Elimination Program, which are to reduce deaths, reduce disease and reduce transmission to accelerate malaria elimination in Zambia. The Technical Advisor will support the Chief of Party in providing leadership in the management and technical implementation of the program and ensure successful achievement of results as defined in the award.

Responsibilities include:

  • Assist the Chief of Party in carrying out the technical oversight and management functions of the program.
  • Oversee entire technical team, including three objective technical leads.
  • Responsible for guiding the design of specific, quantifiable performance indicators and targets for core and country programs and reporting results.
  • Convene technical meetings with consortium partners, regional and country teams to review performance, share lessons learnt and best practices.
  • Stay abreast with malaria innovations and breakthroughs and provide technical leadership in the development of systems to integrate and scale-up of these innovations.
  • Work closely with technical leads, advisors, and specialists to develop project standards and ensure implementation of quality malaria services in each supported country.
  • Keep abreast of, and in some cases help contribute to/refine, PMI technical guidance, relevant WHO guidance, and relevant technical literature.
  • Contributes to the planning and implementation of work plans and identify/develop, as relevant, new approaches and techniques to achieve successful performance.
  • Provides guidance and training, when needed, to country-based country directors and/or subject matter experts.
  • Fosters and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Coordinates with consortium partners, PMI, and other key stakeholders to ensure activities are implemented according to approved country plans.
  • Lead project thought leadership initiatives to ensure technical visibility of the project, consortium, and USAID/PMI.

Qualifications for Technical Director:

  • Advanced degree in public health, medicine, or a related field
  • At least 10 years of experience in health service delivery, including at least five years of project management experience in malaria or other public health program
  • Demonstrated experience in malaria case management and/or malaria in pregnancy
  • Experience working on international projects related to the subject area of this activity
  • At least 5 years of experience working in Zambia, with a strong understanding of the Zambian context
  • Demonstrated ability to work with multiple partners on collaborative projects.
  • Experience with USAID and/or other donors preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
