Chemonics seeks a Deputy Chief of Party (DCOP) for the anticipated 5-year, $11-20 million Senegal, Ocean and Coastal Activity, which will leverage the success and continue mutualizing efforts of USAID’s Dekkal Geej project, with strong biodiversity and alternative livelihoods components.

The DCOP will support the Chief of Party in providing leadership in the management and technical implementation of the program and ensure successful achievement of results as defined in the award. S/he will be responsible for all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property. We anticipate that the position will be based in Dakar, Senegal.

Key responsibilities:

  • Coordinates with the chief of party in management of the technical components, provide technical leadership and oversee strategic planning of activities to support project goals and objectives, including identifying and prioritizing technical approaches and activities
  • Provides technical and managerial leadership to project technical staff and field implementation teams
  • Fosters effective coordination and planning among team members, partners, and stakeholders to identify and build on opportunities for project effectiveness as well as ensure work plans and efforts align with overall approaches and workstreams
  • In coordination with technical leads and chief of party, facilitates analysis in Senegal, and site levels to inform pause-and-reflect workshops throughout the activity
  • Works with the leadership team to monitor, evaluate, document, and adapt staffing and project implementation
  • Supervise the daily financial operations of the contract, timesheet recording, and daily monitoring of obligations, budgets, and expenditures
  • Represents the activity in public and professional settings through meetings, conferences, and presentations

Qualifications:

  • Bachelor’s degree in environmental science, Marine Biology, Fisheries Management, or related field;
  • Five years of management level experience in marine conservation, fisheries management, or similar field required.
  • Proven capacity to implement activities adhering to international norms and standards.
  • Knowledge of government of Senegal marine conservation and/or fisheries management initiatives and related regulations.
  • Advanced skills in data analysis and the utilization of data for decision-making; and
  • Strong English and French speaking and writing language skills
