Background and Context

The Liberia Country Office (CO) is transitioning from the second-generation Country Strategic Plan (CSP) to the third generation CSP. The office will develop a robust resilience framework to address the underlying causes of food insecurity in Liberia. This framework will enhance linkages with its own and partners’ programme interventions for maximum impact. Key initiatives include:

Connecting to various social protection programmes; Linking emergency response to safety nets such as social cash transfers; Integrating smallholder farmers into the home-grown school feeding programme; Implementing climate services like climate-smart agriculture; Providing capacity development and technical assistance to the government.

These aims will align with the National Agricultural Development Plan (NADP) and similar social protection policies and programmes. The goal is to support the government in designing and implementing flexible and scalable integrated food systems.

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet Improve Nutrition and Health , Enhance Educational Outcomes, Support Local Agriculture, Support Local Agriculture and Empowering communities.

What will you do in this position?

  • Provide technical support and assist in developing and implementing Home-grown School Feeding Programme (HGSFP) processes, ensuring alignment with broader programme policies and guidelines.
  • Offer specialized project management support for HGSFP activities to ensure they meet established targets in accordance with WFP’s policies and procedures.
  • Prepare various reports and data analyses (e.g., food assistance needs, resource utilization, programme status, performance) within your area of responsibility, highlighting trends/issues and ensuring deliverables meet corporate standards and quality control.
  • Ensure accurate and timely recording of data within your technical area (e.g., assistance programmes, food security, and vulnerability assessments) and maintain consistency of information presented to stakeholders.
  • Collaborate with cross-functional units to support effective implementation and monitoring of ongoing project activities.
  • Ensure the HGSF is well-connected with smallholder farmers, cooperatives, and the school meal programme through school administration, Parent-Teacher Associations, and food management committees.
  • Support the strengthening of inter-sectoral coordination (MoE, MoA, Ministry of Commerce and Industry, Ministry of Internal affairs) of the HGSFP at national, county, and district levels.
  • Provide operational assistance and facilitate demonstrations of school gardening, eco-stoves, and other initiatives in selected programme schools.
  • Assist in the roll-out of digital applications (e.g., School Connect) to ensure accurate, complete, and up-to-date information for effective HGSFP implementation, management, monitoring, and evaluation.
  • Assist in preparing capacity-strengthening initiatives (e.g., training for principals, district officers, etc.) for HGSFP implementation.
  • Support HGSFP budget planning, processing, and monitoring.
  • Serve as a point of contact for resolving a range of operational queries and problems within your technical area of responsibility.
  • Assist in the implementation of the cash Based transfer activities with the WFP’s strategic objectives.
  • Perform any additional duties as required.

Education:

Completion of secondary school education. A post-secondary certificate in agriculture, agricultural economics, social science, Environmental science and other related.

Experience & Knowledge:

  • Required minimum 6 years of experience.
  • Has worked with technical teams (i.e. School health and nutrition, agriculture, Climate, resilience and Livelihood, etc.).
  • Has contributed to implementation of programmes related to school health, nutrition and SBCC (Social Behavioral Change and Communication), resilience and livelihood.
  • Has field level experience working with MoE at counties, district level and other partners.
  • Has experiences working with the government and communities
  •  Fluency in both oral and written communication in the English language.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.
