Chemonics International seeks a Climate Risk Mitigation Specialist for the anticipated five-year, $25-$50 million USAID-funded Zambia Sustainable Water and Sanitation Activity. The activity will focus on WASH governance and finance mechanisms, sustainable service delivery, and enhancing resiliency of the water system in Lusaka City and the Copperbelt, Central and Eastern provinces of Zambia. The activity aims to improve governance and management capacity for WASH at the subnational level; increase access to sustainable water and sanitation services, including in institutional settings; and increase the resilience of water supply to climate change, disaster and public health emergencies.
The Finance Mobilization Specialist will oversee the design and implementation of engagement efforts with private sector actors and investors across all project objectives. The Specialist will provide technical expertise in private sector engagement, mobilizing finance and investment, and developing public-private partnerships. They will lead the creation of a robust finance mobilization strategy and support partnership initiatives, working with commercial utilities and local authorities to promote locally led solutions and women economic empowerment. Additionally, the Specialist will identify pathways for mobilizing private capital and engage the private sector in addressing service and quality gaps within the WASH sector. Reporting to the Deputy Chief of Party, the Finance Mobilization Specialist will collaborate closely with other technical personnel and activity partners. Responsibilities:
- Co-develop and support implementation of a Private Sector Engagement strategy.
- Identify the current investment landscape in target Districts, map the key potential stakeholders from the private sector, NGOs, and other sectors and prioritize these entities based on strategic alignment to improve investment and service delivery in the WASH sector.
- Engage with investors and co-financiers for identified pilots and identify avenues for the mobilization of private capital.
- Work with commercial utilities to identify appropriate entry points for private sector participation and investment and develop tools, as well as conduct training, to support pipeline development and new processes for private sector participation.
- Engage with private sector entities (and other stakeholders as appropriate) to co-design and develop appropriate partnerships. These may include outreach to partners, convene meetings, workshops and trainings, Public-Private Dialogue, as well as correspondence with private sector entities with various priorities.
- Draft and finalize reports in coordination with the technical team.
- Carry out other specific duties and tasks as may be assigned by the project team on demand.
Qualifications:
- Bachelor’s degree in management, economics, business, international relations, social science, political science, planning, or a related field. Advanced degree is preferred.
- At least 8 years of professional working experience in the private or nonprofit with private sector engagement, investment facilitation, fundraising, facilitating partner negotiations and formalizing partnership deal structures within the WASH and other similar sectors.
- Experience in designing and developing strategic relationship and engagement between government, industry, and development agencies.
- Demonstrated leadership, versatility, and integrity
- Experience working with vulnerable urban and rural populations preferred
- Fluency in English required
