Overview:

USAID’s development partnership with Liberia dates back to the very founding of the Agency in 1961. As the largest bilateral donor in Liberia, the United States plays an influential and vital role in many aspects of Liberia’s development. USAID/Liberia strives to ensure that the Agency’s development strategy for Liberia complements and supports the Government of Liberia’s own development vision. USAID’s current development strategy (2019-2025) in Liberia seeks to attain four objectives: 1) More effective, accountable, and inclusive governance 2) Sustained market-driven economic growth to reduce poverty 3) Better educated Liberians, and 4) Improved health status of Liberians. USAID’s current strategy ends in June 2025. In order to prepare adequately for the new strategy, USAID/Liberia will begin designing its new Country Development Cooperation Strategy (CDCS) in late 2024.

On behalf of the USAID/Liberia’s Program and Project Development Office, IBTCI seeks a consultant for the development of the Mission’s new CDCS in compliance with ADS 201 and relevant strategic priorities and budgetary guidance as provided by USAID/Washington. The consultant will report to and collaborate closely with the Deputy Program Office Director. The consultant will lead and/or facilitate discussions on strategic challenges, facilitate problem analysis, theory of change development, creation of results frameworks, design presentations to Mission leadership, and drafting of documents.

They work closely with PPD colleagues, technical offices, and Bureaus/offices in Washington, including Africa Bureau’s Country Desk Officer, the Office of Development Planning, and Office of Sustainable Development; and with other Bureaus, including the Bureau for Planning, Learning, and Resource Management (PLR) to ensure that design milestones are completed on schedule and in compliance with relevant Agency and Mission policies. They work with relevant colleagues to ensure proper inclusion of gender, environment, youth, private sector, and MEL considerations into the overall CDCS design. They will also develop relationships with external development partners and relevant actors including donor organizations, implementing partners, civil society organizations, private sector, Government of Liberia, and other development partners as appropriate for contextual information to inform the CDCS design. This may include organizing countrywide consultations.

The incumbent will coordinate the development and drafting of the full CDCS, including ensuring all required and supplemental analyses are completed; completion of all required sections and annexes; organizing required reviews; facilitating the clearance process.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Developing, facilitating, and analyzing consultations with key stakeholders such as civil society members, government representatives, community leaders, etc.
  • Planning and facilitating Mission-wide workshops to develop the CDCS Results Framework and other components.
  • Conducting desk review and literature to align CDCS narrative to USAID and Government of Liberia strategic priorities.

NOTE: The consultant will not perform other inherently governmental functions or duties (e.g. will not serve as AOR/COR or supervise staff), but rather will advise, mentor, and facilitate as appropriate on the performance of inherently governmental functions on the part of the Office or Mission.

Key Deliverables:

  1. Analysis of Country Consultations,
  2. Development of CDCS Budget Scenario,
  3. Development of CDCS Results Framework and related presentations,
  4. Development of CDCS Narrative and Annexes, and
  5. Development of CDCS Dissemination Plan, in collaboration with the Development and Outreach Communications Advisor.

Qualifications

Minimum Requirements:

  • Seven (7) years of experience in international development, strategic planning, or relevant experience or a Master’s degree and five (5) years experience.
  • Demonstrated understanding of the USAID Program Cycle, ADS 201, and strategic planning guidelines.
  • Strong interpersonal skills; the ability to work in a dynamic team environment with a diverse set of partners and stakeholders. Strong writing skills and the ability to lead a collaborative writing process. Organizational and planning abilities, and the ability to meet deadlines.

Preferred:

  • Previous experience with strategic planning at USAID.
  • Demonstrated experience with conducting high-level strategic analysis and facilitation.

Education: Bachelor’s degree in public administration, political science, international development or related field

Supervisory Responsibilities: This position does not have supervisory responsibilities.
