Background

horizont3000 (Austrian Organisation for Development Cooperation) is an international non-governmental organization supporting Partner Organizations in East Africa in the areas of natural resources, rural development, and human rights. HORIZONT3000 is implementing the “Thrive Digitalisation Project,” which seeks to enhance digital skills, improve living conditions through digital solutions, and foster digital transformation among 25+ partner organizations in Uganda, Kenya, and Tanzania.

In response to partner organizations’ growing concerns about Digital Safety and Online Gender-Based Violence (OGBV), horizont3000 aims to organize a dedicated online coaching session that addresses these challenges. This coaching will equip participants with the knowledge to protect their digital operations, enhance safety for online interactions, and mitigate the risks of OGBV. As digital platforms increasingly become a space for NGO activities, safeguarding participants and beneficiaries from online harassment, exploitation, and abuse is a priority.

To address this need, horizont3000 seeks a qualified consultant with expertise in digital safety and OGBV prevention to conduct a one-time coaching session, followed by a dedicated follow-up session based on requests from partner organizations.

Objective of the Consultancy

The objective of this consultancy is to strengthen the capacity of partner organizations to ensure Digital Safety and combat Online Gender-Based Violence (OGBV) in their work. The coaching will aim to equip participants with practical skills and strategies for maintaining digital security and addressing gender-based violence in online spaces.

The consultant will deliver:

  • A 4-hours virtual coaching session on Digital Safety and OGBV.
  • A maximum of 20 hours virtual follow-up session to provide additional technical support and guidance based on participants’ needs and requests.

Scope of Work

The consultancy will involve the following activities

Preparation

  • Develop a detailed curriculum for the Digital Safety and OGBV online coaching session.
  • Prepare learning materials, practical exercises, and real-world case studies relevant to partner organizations’ digital ecosystems.
  • Customize the content to reflect the specific challenges faced by NGOs in East Africa with respect to digital safety and OGBV.

Delivery of Training Sessions

A 4-hour coaching session covering the following areas;

  • Key concepts in Digital Safety including password protection, secure communication, and data encryption.
  • Identifying and preventing Online Gender-Based Violence.
  • Strategies for protecting staff, volunteers, and beneficiaries from OGBV, harassment, and exploitation in online spaces.
  • Tools and practices for creating safer online environments, reporting mechanisms, and addressing OGBV within NGO programming.

A 2-hours follow-up support session, dedicated to:

  • Addressing technical challenges or specific issues raised by partner organizations.
  • Providing tailored guidance on improving digital safety measures and handling OGBV cases in the digital space.

Post-Training Support:

  • Provide additional resources, such as toolkits, guides, and practical tips, to help participants implement digital safety and OGBV prevention measures.
  • Offer feedback on any digital safety improvements and OGBV prevention strategies developed by participants.

Expected Deliverables

  • A comprehensive training curriculum for Digital Safety and OGBV coaching sessions.
  • Training materials including presentations, case studies, and practical exercises.
  • A summary report for the coaching session and a final report detailing participant feedback, lessons learned, and recommendations for enhancing digital safety and preventing OGBV.

Duration and Timeline

The consultancy will span two sessions;

  1. A 4-hours online coaching Session tentatively scheduled for December 3, 2024.
  2. A virtual follow-up support session running for a maximum of 20 hours based on participant requests, to be scheduled in Mid December 2024.Budget

The consultant should propose a budget that covers their fees (based on an hourly or daily rate), communication costs, taxes, and any other relevant expenses. The budget should be submitted along with the technical proposal. The total budget for the scope of work outlined under 3.a) and b) should not exceed 10,000,000 Uganda Shillings including taxes.

The post training support will be paid according to the actual coaching hours spent with partners. Thus, please indicate your hourly rate in Uganda including Withholding Taxes in your financial offer. The actual number of hours needed will be determined by the demand of the partner organizations.

Required Qualifications

The consultant should meet the following qualifications:

  • Demonstrated expertise in digital safety, data protection, and online security.
    • Proven experience addressing Online Gender-Based Violence (OGBV), particularly in the NGO or non-profit sector.
    • Experience delivering virtual coaching or training to diverse audiences.
    • Familiarity with digital platforms and applications commonly used for virtual training (e.g., Zoom, MS Teams and Moodle).
    • Strong communication skills with the ability to simplify complex concepts for non-technical audiences.
    • Fluency in English, both written and spoken.
