Chemonics International seeks multiple Deputy Chief of Party (DCOP) for multiple anticipated USAID-funded health activities in the Democratic Republic of Congo (DRC). These anticipated projects aim to improve health outcomes through enhanced access to quality healthcare, strengthening capacity of health institutions, community engagement, improvement of health financing practices governance in the health sector, improvement of health information systems to respond to emerging infectious disease threats, improvement of supply chain management systems, improvement of the pharmaceutical sector, and development of health and information system activities to improve the capacity of the public health system.

The DCOP role will work closely with the Chief of Party (COP) to provide strategic direction, oversee the daily technical activities, and manage day-to-day operations and project implementation to ensure that the project meets stated goals and reporting requirements. The position(s) are anticipated to be based in Kinshasa, Democratic Republic of Congo. Please note that hiring for this position is contingent upon future contract award and funding to Chemonics International. Responsibilities include:

  • Provide support to the COP in the day-to-day technical management of the activity, including support to overall leadership, management, administrative, and technical direction; Lead and supervise teams for the efficient planning
  • Development, and tracking of activities and the successful implementation of program deliverables to ensure effective coordination of the program activities with budget/finance, grants, procurement, and operations departments
  • Provide quality control of products prepared by the team and provide technical guidance to partners
  • Participate in the development of the annual work plan and formulation of other deliverables and targets to help meet contractual obligations and achieve project results as specified by the client
  • Facilitate the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s technical activities. This will include work planning, monitoring and evaluation, scopes of work, progress reporting, and other documentation submitted to USAID
  • Ensure effective financial and operational management of the work plan activities, in line with USAID and Chemonics rules, regulations, norms and policies
  • Develop and maintain relationships with partners, private providers, and other key stakeholders in the private and public sectors at the community, country, and international level
  • Oversee staff development and capacity building, including continuous training
  • Serve as liaison with both USAID and Chemonics support departments located in Washington D.C., perform other duties as assigned
  • Provide support to the COP in liaising with USAID, partners stakeholders and the Ministry of Health and other government entities and serve as Acting COP as needed; Serve as Acting COP as needed; Local and international travel as required

Qualifications:

  • Advanced degree in public health, international health, institutional development, business management/administration, or related field such as medicine or pharmacy, or a minimum of 8 years of related professional experience
  • Minimum 5 years of experience managing public health programs in DRC/Central Africa or other resource-limited settings, ideally in project implementation sponsored by USAID or other international donors
  • Excellent communication and stakeholder management skills
  • Familiarity of USAID rules and regulations, compliance, reporting requirements, and grant management; knowledge of Chemonics’ procedures preferred
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
  • Strong analytical skills and demonstrated ability to solve complex problems
  • Demonstrated leadership,versatility, and integrity
  • Fluency in English and French (written and verbal) required
  • Qualified Congolese nationals are strongly encouraged to apply
