MAIN PURPOSE OF JOB
Overall Responsibilities:
The Supply Chain System Strengthening Specialist for the USAID NextGen ESCAPE project provides technical assistance for the implementation of strategies and key interventions to strengthen the health commodity supply chain management systems at subnational level in Cameroon. S/he leads and coordinate activities to strengthen supply chain functional areas including decentralized forecasting and supply planning, warehousing and inventory control, transport and distribution,
MIS M&E and HR capacity building at regional level. The Technical Officer will work closely with government counterparts (RDPH and RFHP), NextGen ESCAPE staff and other partners to facilitate the inception and implementation of supply chain and pharmaceutical management initiatives at regional level.
MAIN DUTIES AND RESPONSIBILITIES
1 – Overall Supply Chain Systems Assessment and Strategic Interventions including Stakeholders Coordination at Regional level
- In coordination with the Advisors for Malaria and HIV and RDPH, facilitate establishment of subnational FASP coordination and
- collaboration mechanism
- In collaboration with ESCAPE team, RDPH and RFHP, facilitate the implementation of a localized FASP model that considers regional or demographic factors to cater to specific health product needs to improve the accuracy of local forecasts
- Coordinate and facilitate the training of Regional Quantification Coordination mechanism members and officers on FASP guidelines, processes, and tools, customized to the regional context.
- Coordinate and facilitate regular regional quantification exercises and aggregation of demand from subnational levels as required.
- Coordinate the regional level supply chain assessments including warehouse capacity optimization initiatives and support implementation of inventory management systems and good storage practices in collaboration with RFHP and other regional stakeholders
- Support implementation of health commodity distribution strategies including dynamic safety stock optimization, development of allocation plans and collaborative distribution operations bridging between regional and service delivery point in the assigned region in collaboration with the In-country Logistics partners and other stakeholders involved in the Last mile distribution
- In collaboration with the ESCAPE staff , facilitate training workshops and other supply chain capacity strengthening initiatives at regional level to sustain interventions
- Coordinate and support supportive supervisions and mentorship to ensure effective implementation at sub national levels
2 – Data management and Monitoring and Evaluation
- Support the regions to enter and/or use data available in national systems (i.e. LMIS/e-LMIS, DHIS2, eSSR) to inform stock status and allocation planning of Malaria commodities, conduct analysis to help manage and mitigate risks, inform decision making, and monitor supply chain performance.
- Contribute to the development of ESCAPE Performance Monitoring plan (PMP), regular project performance reviews and support the collection and validation of relevant data to report project indicators.
- Contribute to the adequate documentation and dissemination of program results and lessons learned, including the development and submission of project’s mandatory reports, technical documents and reports, and abstracts and articles for scientific journals and conferences.
- Participate in annual work planning and prepare regular progress reports including quarterly reports, participate and contribute to project management meetings, global meetings
3 – Additional Responsibilities
- Comply with MSH policies including mandatory trainings
- Perform other duties as assigned by the supervisors
- Support the implementation of pharmaceutical management initiatives in the region.
QUALIFICATIONS
REQUIRED MINIMUM EDUCATION
Required: Bachelor’s degree in pharmacy, medicine, public health, supply chain, data analytics, business management or related fields.
Preferred:
- Advanced degree. egZLgP7 BTn6yA
- Trainings in SC and Pharmaceutical Systems Strengthening.
REQUIRED MINIMUM EXPEREINCE
Required:
- At least 4 years of professional experience in the management or implementation of international development activities
- At least 3 years of experience in supply chain management, use of technology; supply chain info systems, data management and data use for
- decision making.
Preferred:
- At least 2 years of professional experience working in or interacting with subnational level supply chain stakeholders, including government and non-governmental organizations.
- Experience working in partnership with U.S. Government agencies, international donors, or other multilateral agencies desired.
KNOWLEDGE AND SKILLS
- Knowledge of the Cameroon health system particularly the health commodity supply chain systems and functions at regional, district and service delivery point level
- Experience in various health programs such as Malaria, HIV and related supply chain management knowledge and skills
- Excellent analytical skills, meticulous attention to details in planning and executing activities.
- Proven coordination,
- collaboration and interpersonal skills in building and coordinating among different supply chain stakeholders
- Proficiency in MS Suits particularly in MS-Excel, MS-PPT, PS-WORD and other software packages such as existing supply chain software and forecasting tools being used in the Cameroon health systems
- Fluency in French oral and written communication is required and bilingual in English is preferred.
- An understanding of and experience in the in-country political-economic obstacles to reforms desirable.
- Demonstrated understanding of the challenges and opportunities for achieving self-reliance in Cameroon and other LMICs.
- Proven experience collaborating effectively in teams of skilled senior experts.
