1. INTRODUCTION AND BACKGROUND

The Lutheran World Federation (LWF) is an international humanitarian organization with a global presence in countries across Africa, Asia, Europe, and Central America. The global headquarters of LWF is in Geneva, Switzerland. At the regional level, LWF is headquartered in Nairobi, Kenya, serving both the Kenya and Somalia country programs. The Lutheran World Federation provides quality humanitarian assistance to displaced and affected communities and focuses on three priority areas: i) Sustainable Livelihoods, ii) Quality Services, iii) Protection and Social Cohesion. The Lutheran World Federation (LWF) World Service established a presence in Kismayu, Jubbaland State in Somalia in 2017 to create a continuum between its refugee assistance and protection program in Dadaab refugee camps. Since 2017, LWF has been working closely with the relevant Jubbaland State Ministries, including the Ministry of Education and Higher Learning (MoEHL), Ministry of Women, Family Affairs, and Human Rights, and the Ministry of Humanitarian Affairs. From 2022, the program embarked on program expansion to implement new projects in Kismayu and areas outside Kismayu, including Dhobley district.

2. PROJECT DESCRIPTION.

The ASF Phase2 project has five (5) consortium partners comprising of LWF, NCA, FCA, DKH, DS with the aim of intervening mainly on shocks arising from the climate change. The consortium project targets a total of 48,292 climate affected communities in Somalia. LWF will focus on in implementing its activities in Jubaland regions.

The consortium project is funded by the Bread for the World and will be implemented in five main regions in Somalia. LWF will be implementing in the Lower Juba region, in Kismayu and Dhoobley districts. Diakonia Sweden will implement in the Southwest State, Afgooye district, and in Puntland State, in Iskushuban district. NAPAD will implement in the Banadir Region, sin Kahda and Garasbaley districts. FCA will implement in Hargeisa and Burao districts in Somaliland. NCA will cover existing locations in Jubaland State – Gedo region, Belet Hawa and Dollow districts and 3 new locations in Puntland state – Nugal, Garowe, Bailey Village, Bari, Qardo – Kubo village and in Mudug, Galkacyo, Roox village. The project targets beneficiaries from IDPS, youth, women, agro-pastoralists, local communities, CWDs and stakeholders**.**

The specific objectives of the project include;

  • Improved resilience and protection of climate affected boys and girls for education.
  • Climate affected communities’ livelihoods and WASH options enhanced
  • Peaceful co-existence amongst climate affected communities is improved.

3. PURPOSE OF THE TRAINING

The overall purpose of this assessment is to train government line ministries and community peace structures on conflict analysis, policy formulation, negotiation, dialogue facilitation, resource mobilization and disaster risk reduction management.

4. TRAINING OBJECTIVES

The training has the following objectives;

  1. Examine the role of various actors (local communities, governments, peace structures) in peace building.
  2. Identify and analyze the underlying causes of conflicts, including socio-economic, political, cultural, and environmental factors (early warning systems, disaster risk reduction) in conflict prevention mechanism to address tensions and establish ground rules for peaceful resolution.
  3. Collaborate with stakeholders to develop policies that are informed by conflict analysis and ensure the policies are inclusive of all affected parties.

5. SCOPE OF WORK

  • The training is 4 working days from the 5th -8th Jan 2025
  • The training will be carried out in Kismayu.
  • The target groups to be trained include; governmental institutions/ministries/agencies and community peace structures (Women, Men, Youth and PWDs).

6. METHODOLOGY

The consultant is expected to suggest methodologies and approaches for the training on Conflict analysis, policy formulation, negotiation, resource and disaster risk reduction management.

7. RESPONSIBILITIES OF LWF

  • Mobilize stakeholders (government and community peace structures) to actively participate in the training.
  • Provide breakfast and lunch to the training participants.
  • Provide transport reimbursement to the training participants.

8. DELIVERABLES

The consultant will be responsible for preparing and submitting the following deliverables;

  • An inception report.
  • A final training report summarizing all the training topics, findings and recommendation.

9. QUALIFICATIONS

  • The facilitator must have a degree/master’s in conflict resolution, international relations or any other related field.
  • Proven practical experience in conflict resolution and mediation is required.
  • Strong verbal communication abilities in conveying messages ensuring all participants understand the process.
  • Fluency in both English and Somali languages is required.

On October 31, 1999, in Augsburg, Germany, the Lutheran World Federation signed the Joint Declaration on the Doctrine of Justification with the Roman Catholic Church. The statement is an attempt to narrow the theological divide between the two faiths. The Declaration also states that the mutual condemnations between 16th-century Lutherans and the Roman Catholic Church no longer apply. The federation was organized at Lund, Sweden, in 1947. Based in Geneva, Switzerland, it replaced the more informal Lutheran World Convention, which had been founded in 1924. The goal was to coordinate international activities of the many Lutheran churches, to provide a forum for discussions on theological and organizational issues, and to assist in philanthropy, missionary activity, and exchange of students and professors. A key leader was Executive Secretary Sylvester C. Michelfelder (1889–1951), representing the American Lutheran Church. He had been a leader in organizing $45 million in American help for the rebuilding of Protestant churches in Germany after 1945. By the time of his death in 1951, the federation represented 52 churches in 25 countries.
