Objectives

The primary function of the Logistics Manager- Emergency Pool is to assist the emergency pool in its logistics activities focused on the response to emergencies and specific projects. His/her experience and understanding of operations make him/her an important member of the emergency team that participates in the management of interventions and in the monitoring of security and safety management on the intervention sites where he/she is deployed.

Main responsibilities

As a member of the MSF WaCA emergency Pool:

· He/she participates in putting in place validated intervention strategy, guaranteeing technical and logistical feasibility.

· He/she ensures the smooth running of supplies (in collaboration with the supply team member) in emergency interventions.

· He/she supervises technical and logistical activities and ensures the application of basic logistical principles in emergency interventions.

· He/she participates in the planning and implementation, together with the e-team, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project / capital to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities

· He/she promotes and facilitates the implementation of technical activities aimed at improving the impact of medical programs on beneficiaries (EHA, distribution, construction, etc.).

· He/she supports the missions according to the peaks of activities which require a reinforced support to the operational logistics:

ü Emergencies managed by the mission

ü Exploratory missions requiring special monitoring

ü Vertical activities generating a heavy workload (construction, distribution, programmatic EHA activities, cargo monitoring, etc.).

· He/she participates in the development of response strategies and intervention plans for water and sanitation, including resources, in collaboration with medical and supply teams.

· He/she participates in the analysis of the context and risks and proposes technical adaptations to the risk reduction policies of the intervention contexts.

· He/she plays an active role in drawing up and implementing the unit’s action plans and budgets, in collaboration with other members of the emergency team.

· He/she is responsible for ensuring the availability, implementation and management of all technical and logistical resources and the associated human resources within the intervention approach.

· He/she guarantees the application of non-medical technical policies and quality standards, as well as the availability and reliability of items and systems within the emergency team in the contexts in which he/she intervenes.

· The logistics manager is responsible for ensuring the adequacy and reliability of the telecommunications resources required for an emergency intervention.

· He/she ensures that the emergency team’s communications policy is properly applied.

· He/she capitalizes on logistical experience within the emergency team.

· He/she produces logistical activity reports (Chronogramme activités) on a monthly basis.

Job requirements

Education

· High school education minimum. Technical training a plus.

· Experience in technical project management and management it’s a strong asset.

Competencies

· High availability & flexibility in working hours

· Good negotiation skills

· Organizational skills

· Good stress management, flexibility, resourcefulness, ability to work with multidisciplinary and multicultural people

Professional experience required

MSF :

· Minimum 2 years’ experience with MSF in logistics management positions

· 2 years’ experience in MSF or similar NGO logistics

· Good knowledge of field logistical operations & MSF logistics basics

· Experience in volatile security contexts.

Not MSF:

· Good ability to analyse emergency situations and propose logistical strategies

· Good understanding of the political mechanisms of conflicts and emergencies

· Good communication skills

· Ability to plan and implement logistical support.

· Experience in coaching and managing teams.

Languages Skills

· Working proficiency in English and French

Computer Skills

· MS Office suite (mainly MS Word, Excel and Powerpoint)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
