Chemonics seeks a chief of party for an anticipated USAID project, Assess the Learners (YESA), to support a monitoring and evaluation system for the National Reading Program in Malawi. The project will assist the government of Malawi in improving the reading skills of students nationwide, in 5,500 schools and communities. The chief of party will provide overall strategic leadership and oversight, and report to the home-office project management unit director. Responsibilities include:
- Oversee project implementation and staff, in compliance with USAID regulations and contractual obligations, Chemonics’ policies and standards, and the evolving needs of the client and host-country counterparts
- Maintain strong and positive working relationships with clients and partners including USAID, implementing partners of other USAID programs, and the government of Madagascar
- Develop and implement annual work plans and budgets that reflect the priorities of USAID, Ministry of Education, Science and Technology (MOEST), and other government of Madagascar entities and stakeholders
- Ensure effective communications among the project team, MOEST personnel, and USAID/Malawi
- Strategically identify capacity gaps and arrange for appropriate training of field staff
- Ensure the use of appropriate management methodologies to plan, organize, and control resources to achieve goals
- Develop, update, and implement a performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures
- Lead literacy monitoring and reading assessment initiatives
- Oversee regular data collection and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
- Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national, school, and community-level systems to help institute and sustain comprehensive monitoring and evaluation for early grade reading
- Report results of the projects’ work to USAID, MOEST, other funders, and the Chemonics home office; ensure timely submission of all deliverables
Qualifications:
- Master’s degree in international education, nonformal and/or other alternative education approaches, basic education, teacher training, social/behavioral sciences, or other relevant field
- Minimum five years of experience managing international development assistance activities of similar scope to the Malawi project
- Minimum five years of progressively responsible supervisory work experience that involved direct leadership of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract management
- Demonstrated leadership skills in working collaboratively with other donors, host-country institutions, and international organizations
- Leadership in local capacity development, including working with local partners on the ground
- Demonstrated understanding of the technical activities including improved capacity building in monitoring and evaluation and experience working with and within communities implementing activities
- Proven ability to create a constructive team environment, fostering open and productive relationships and lines of communication among USAID, project personnel, and host-country counterparts
- Strong understanding of monitoring, evaluation, and learning
- Demonstrated work experience institutionalizing activities with recipient governments
- Demonstrated leadership, versatility, and integrity
- Fluency in English required
