UNOPS HoA MCO is recruiting for this position: Program Management Support Officer based in Addis Ababa, Ethiopia. Established in 2009, the Horn of Africa Multi-country Office (HAMCO) currently operates an established Operations Centre in Addis Ababa, overseeing a portfolio of engagements across four countries in the Horn of Africa: Ethiopia, Djibouti, Sudan, and South Sudan. HAMCO focuses on providing services in Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management, across sectors such as Health, Education, Agriculture, and Resilient Infrastructure, among others. Our goal is to support countries in need, assist communities, and empower our partners by delivering on our mandate in infrastructure, procurement, and project management throughout the Horn of Africa.
Under the supervision and overall guidance of the HoA MCO Partnerships Specialist, the Program Management Support Officer will be responsible for supporting the development of new business opportunities and partnership relationships between UNOPS and its partners, with a focus on expanding UNOPS’ presence in Ethiopia. The incumbent will work closely with Project Managers, the Programme Management Office, Project Support Officers, and other relevant support service units to grow the business and client base.
Functional Responsibilities

Development and Follow-up of Business Opportunities
- Contribute to and support the development and implementation of the HoA MCO business strategy.
- Conduct research on donor aid flows worldwide, including UN and other agencies, trends in aid, potential future markets for growth, and criteria for selecting target markets and partners, with a special focus on HoA MCO core business.
- Explore opportunities for new programs and develop proposals for submission to partners.
- Synthesize and summarize information relevant to business development, preparing relevant reports, briefing notes, talking points, presentations, and other materials for internal and external use.
- Advocate for UNOPS as a partner and service provider of choice.
- Support the development of strategic partnerships with key counterparts and business opportunities.
- Maintain and develop contacts and partnerships within the donor community (UN agencies, host government, donor governments, donor organizations, etc.), monitor communications, and follow up on activities.
- Support the HoA MCO leadership team in the implementation and progress monitoring/reporting of corporate and strategic initiatives.
- Identify requirements related to marketing materials and their distribution, as well as reports/publications for existing and potential clients and partners.
- Communicate with relevant UNOPS personnel on matters pertaining to their respective responsibilities in relation to program and business development.
- Develop UNOPS capacity statements for various services provided by UNOPS.
- Support HoA MCO operations and contribute to knowledge sharing, enhancing the harmonization of projects while facilitating synergies with team members.

Project Support
- Prepare project documents, legal agreements, budgets, and support engagement clearance.
- Assist in preparing meetings and events, including drafting talking points and meeting minutes.
- Support the HoA MCO leadership team in project compliance and quality assurance by providing up-to-date analysis of project progress and tracking performance against portfolio Key Performance Indicators (KPIs).
- Collaborate with business area teams to understand project requirements, shape the initial project request, and provide a high-level estimate of project effort and costs.
- Support internal coordination of corporate and strategic initiatives, planning, reporting, knowledge sharing, and communications.
Support Communication and Knowledge Management
- Promote the circulation of information within HoA MCO and its units to support knowledge management and create cross-synergies within HoA MCO units.
- Work with the communications unit to produce high-quality communications and visibility materials for HoA MCO on websites.
Monitoring and Progress Controls
- Support the preparation of the monthly KPI reports as per the HoA MCO target agreement.
- Prepare periodic updates on the progress of corporate action plans.
- Conduct ad hoc research on potential business partners.
- Assist in the induction of new staff regarding UNOPS, its mandates, systems, and operations.

Education/Experience/Language requirements
Education:
- A first-level university Degree (Bachelor’s) in Business/Commerce, Marketing, Economics, Management, International Affairs, Political Science, Development Studies, or a related discipline is required. epcPuTP BTn6yA
- An advanced university Degree (Master’s) in Business/Commerce, Marketing, Economics, Management, International Affairs, Political Science, Development Studies, or a related discipline is an asset.
Certification:
- Prince 2 Foundation or equivalent is an advantage
- Prince 2 Practitioner or equivalent an advantage
Experience:
- A minimum of two (2) years of relevant experience, in combination with a Bachelor’s degree, in donor relations and/or business development functions is required.
- Experience in partnership development, international development, and/or commercial and legal agreements is an asset.
Language:
- Fluency in spoken and written English is required.
- Knowledge of another official UN language is an asset
