Job Synopsis

The Senior Program Manager works closely with the MCC Chad Country Representative and provides oversight to Project Coordinators in accompanying partners in project design, implementation, monitoring, and reporting to enhance MCC Chad’s programmatic framework. The position contributes to MCC’s work with local partners in the areas of Peace, Relief, Food Security, Education, Community Development, Health, and WASH. This role also leads capacity building and training for partners through ongoing accompaniment, while working collaboratively with Project Coordinators to strengthen their work across all projects.

• Bachelor’s degree in development studies, Project Management, Social Sciences (e.g., Sociology, Anthropology), or a related field.
• At least 7–10 years of experience in program coordination and management, including experience working with NGO/INGO partners in development or humanitarian contexts.
• Demonstrated experience in project cycle management, including design, implementation, monitoring, evaluation, and reporting.
• Experience in capacity building, training, and accompaniment of partners.
• Familiarity with results-based management (RBM) principles, tools, and approaches is an asset.
• Strong organizational skills
• Strong relational, and communication skills, with the ability to engage across cultural and linguistic contexts.
• Demonstrated ability to facilitate collaboration, support partner capacity development, and respond to evolving program needs.
• Demonstrated ability to build and nurture collaborative team environments, encouraging mutual support, shared learning, and meaningful engagement.
• Fluency in both English and French (spoken and written).
• Proficiency in Microsoft Office and experience with data or project reporting tools.
• Ability and willingness to travel regularly to project locations in varying conditions.

Preferred Qualifications
Preferred Qualifications would be helpful for this job but are not essential. They may include additional education, certifications, experience, or skills.
• Valid driver’s license and confidence in driving in field settings is an asset.
• Masters Degree in related field

Key Responsibilities

Program Management and Partner Engagement

  • Supervise Project Coordinators, working closely with them to ensure ongoing coordination, development, and support. Give leadership and oversight while offering mentorship, regular feedback, and sharing key updates with the Country Representative.
  • Act as the program lead in the absence of the Country Representative.
  • Visit project sites regularly to build relationships with partners and follow project progress.
  • Work with Project Coordinators to track project indicators, budgets, and key grant information, and ensure reports are entered into INSIGHT as needed.
  • Work closely with partners in preparing, reviewing, and strengthening narrative and financial reports, and facilitating timely submission in line with MCC processes.
  • Follow up on partner financial reviews in collaboration with relevant MCC staff.
  • Lead partner capacity building efforts through ongoing discussions, accompaniment, and training, including regular training on project cycle management.
  • Conduct partner capacity and risk assessments and facilitate ongoing dialogue with partners on strengthening their work and relationship with MCC Chad.
  • Work with Project Coordinators to accompany partners in proposal writing, concept development, budgeting, and work planning.
  • Participate in and contribute to partners’ strategic planning processes, including development of goals, objectives, and activities.
  • Provide technical input to partners, including facilitating workshops, training, or meetings as needed.
  • Identify capacity gaps among partners and connect them with appropriate skills, knowledge, or resources.
  • Promote learning by identifying and sharing relevant tools, approaches, and good practices in project management and monitoring and evaluation.
  • Work with partners and Project Coordinators to ensure partner agreements, including yearly MOUs, are reviewed and updated as needed.

Representation and Operations

  • Represent MCC Chad in engagements with partners, government, and other organizations, and prepare required documentation or correspondence.
  • Work with the MCC Country Representative to prepare and submit annual plans, reports, and other documentation to MCC and relevant authorities.
  • Work with the MCC Country Representative and the Global Safety and Security Lead to monitor the context, share updates with staff, and ensure agreed safety and security protocols are in place and followed.
  • Respond to partner needs and requests, particularly when the MCC Country Representative is unavailable.
  • Work with relevant staff to plan and coordinate partner gatherings and other program-related events within MCC Chad’s programmatic work.
  • Oversee smooth coordination of the MCC office during periods when the MCC Country Representative is out of the country.
  • Model nonviolent peacemaking in the workplace and community through respectful and constructive engagement with others.
  • Work with partners and the MCC Chad finance coordinator on project expenditure, financial accountability, and planning.
  • Oversee partner financial reporting processes, working closely with partners to strengthen clarity, accuracy, and shared accountability.
  • Engage with partners on budgeting, financial planning, and use of resources throughout the project cycle.
  • Oversee follow-up on financial reviews in collaboration with relevant MCC staff.
  • Contribute to the financial integrity of projects through ongoing accompaniment, including discussions with partners on resource use and adjustments as needed.
  • Work with the MCC Country Representative to prepare documentation for grant disbursements to partners, including quarterly transfers.
