About the position
Under the supervision of the Head of Support Services (HoSS), the Finance and Administration Officer will be tasked with supporting the different teams in the administration of financial and HR operations to meet internal, reporting and legal requirements. Finance and Administration Officer should be familiar with budget preparation, budget follow-up, accounting activities, recruitment processes and internal/ external audits procedures. Candidates should also have excellent organizational skills and be able to handle multiple and time-sensitive tasks.
Professional travels: Position based in Niamey with travels in the offices and sub-offices throughout the country (up to 33%)
Tasks and Responsibilities
Transfers and payments
- Ensure all payments are made in accordance with existing DRC forms and procedures and on a timely manner
- Ensure that payment documents comply with DRC internal financial procedures and donor regulations
- Ensure proper transfer of funds from DRC HQ in Copenhagen to country office and from country office to field offices following DRC procedures
Accounting
- Ensure all expenses entered in the DRC accounting system are timely and of the highest quality
- Update cashbooks on a daily basis to reflect the actual status of existing cash count and bank balance in all currencies
- Ensure all bank accounts statements are reconciled
- Ensure proper filing system for financial documents
Budget control, planning and reporting
- Develop and ensure the implementation of shared cost tools
- Liaise with Program Managers on regular budget monitoring
- Develop and use budget control tools for regular budget follow up
- Prepare and assist HoSS in issuing donor reports
- Support the development of new proposals with financial information for budgeting
- Ensure qualitative development of Bi Weekly Cash Book
- Monthly financial report (with all supporting documentation attached to it)
- Reporting (internal and/ or donor related) as required
Administration
- Ensure all payments meet requirements of National Law
- Ensure all contracts meet requirements of National Law
- Prepare monthly taxes report and payment
- Engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly
About you
To be successful in this role we expect you to be skilled and have first experiences in finance and/or human resources. Moreover, we also expect the following:
Required
- At least Master’s level degree in a relevant field (Accounting, Budget Control, Human Resources or Administration);
- Minimum of 3 years’ experience in finance and strong understanding of accounting principles & processes;
- Minimum of 2 years working in countries responding to humanitarian crises in finance, HR or Administration;
- High degree of computer competencies, especially in Microsoft Excel, Word, ERP;
- Experience of working with or providing support to partners and/or a partnership model of working;
- Capacity to work in and manage a multidisciplinary team
- A team player: able to demonstrate a constructive, cooperative and problem-solving approach;
- Experience of working in insecure environments and of security management;
- Fluent English both written and spoken skills are essential.
- Fluent French both written and spoken skills are essential.
