POSITION : Operations Director For WV Mali & Mauritania

GRADE: 18

LOCALISATION: BAMAKO

Purpose of the position:

This position will support the Mali-Mauritania programs and projects by providing overall leadership in program development, implementation and management in all programs including grants, sponsorship and HEA. To ensure program quality, integration, coordination and alignment to WV Mali-Mauritania and WVI strategy and policies and donor standards for achieving optimum impact on child well-being.

Major Responsibilities :

  • Strategy Development & Planning
  • Contribute to the country strategy, annual business plan & OCP development, implementation and reporting in WV Mali & Mauritania.
  • Contribute to operational development/ planning/implementation/reporting in order to ensure alignment with key WV ministry principles, standards, and guidelines.
  • Program Management & Integration
  • Provide leadership in the implementation & integration of HEA, advocacy, faith & development, child protection/participation, sponsorship and non-sponsorship programs in WV Mali-Mauritania
  • Ensure quality and timely preparation and submission of divisional strategic plan, annual operations plan and budgets
  • Ensure availability of Project/program Information for Horizon 3.
  • Performance management, Stewardship and Accountability
  • Provide leadership in performance management to enhance smooth staff relations and accountability.
  • Ensure Stewardship and accountability for organization resources – equipment, materials, finance and human are used for the intended purposes.
  • Networking and Coordination
  • Build and sustain strong relationships with WV Support Offices, government, community, church leaders and other FBOs, NGOs, UN Agencies as well as other development partners for the coordination of interventions in Mali-Mauritania.
  • Co-lead the effective functioning of the PST, including the quality development, implementation and the monitoring of the PST Action Plan and ensuring alignment between PST Action Plan and RO support.

  • Financial and program management skills
  • Human Resource skills

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: MA /Msc Degree in Economics, Agriculture, Business Administration, Development studies /planning, Social Science disciplines or related field.
  • Experience: 5 years in managerial position.
  • Preferred: More than 3 years in leadership position in development programs.
  • Technical Skills & Abilities:
  • Computer skills.
  • Working knowledge of programs/projects cycle management.
  • Ability to maintain effective working relationships with all staff and other key partners
  • Demonstrated ability in leadership and team building
  • Working knowledge of proposal writing and negotiation skills
  • Good planning and organizational skills

Working Environment / Conditions:

  • Work environment: Office-based with travel to the field
  • Travel: 20 % Domestic/international travel is required.
  • 20% international travel is required
  • On call: 10%
