Context:
In 2017, the International Organization for Migration and the European Commission launched several IOM-EU External Actions to Support Migrant Protection and Reintegration of returnees funded by the European Union Trust Fund (EUTF) for Africa and the Development Cooperation Instrument. In the framework of the EUTF-funded Joint Initiative for Migrant Protection and Reintegration in Africa (covering 14 countries in the Shale and lake Chad region and neighbouring countries, including Libya).
In the context of IOM’s global information management strategy, systems are being upgraded and expanded to ensure that all individuals assisted have their cases systematically stored and managed through a centralized, standardized system which allows unique cases to be tracked across different countries and access points. The upgrade improves operational efficiency and the data produced will be used to develop the evidence base on migration and vulnerability and provide valuable insight into IOM’s programming.
Inter alia, the systems expansion will include the development of a low-connectivity, mobile application to reach challenging operational contexts, including Migration Resource and Response Mechanisms (MRRM), detention facilities, border points, and other difficult field locations. The expanded systems will also include processes to improve the assistance workflow and monitoring of the return and reintegration experiences and outcomes of returnees, as well as the assistance provided to all migrants in vulnerable situations assisted by IOM.
Under the overall supervision of the Senior Regional Migrant Assistant Specialist, and the direct supervision of the Regional Information Management Officer and the Regional Programme Coordination Officer, and in close coordination with the Migrant Assistance Division’s Information Management Officer in Headquarters (HQs), the successful candidate will support the roll-out of IOM’s Migrant Management Operational Systems Application (MiMOSA) version
7.5 in West and Central Africa as well as support with the development of harmonized tools for the collection and analysis of case management data related to Assisted Voluntary Return and Reintegration (AVRR) and migrant protection case management (including Counter-Trafficking data).
Core Functions / Responsibilities:
- Support the roll out and application of MiMOSA 7.5 in West and Central Africa in particular for the use in EUTF funded migrant protection and reintegration programming.
- Oversee and assist missions with the compilation of regional case management data, including for regular reports required by IOM HQs as well as donors.
- Contribute to the development of information and knowledge products on migrant assistance and protection based on internal and external needs and requirements. Support colleagues working on research publications and the development of partnerships with academic and research institutions.
- Contribute to the development of and update standard operating procedures (SOPs), guidelines, policies, and capacity-building material to strengthen regional AVRR information management activities and MiMOSA usage. Ensure the application of IOM’s Data Protection Principles, Data Governance Policy, and other relevant ethical and operational guidelines.
- Train and provide technical and thematic guidance and support to IOM field missions in MPA information management. Support the expansion of the use of MiMOSA to ensure that the system is used consistently across the Organization, in line with relevant instructions and internal guidance notes. Deliver trainings for project staff and field colleagues and ensure that MiMOSA is used throughout the region.
- Develop data reports and data output functionality for MiMOSA, meeting the requirements of internal and external stakeholders; work to include migrant assistance data in visual analytic applications.
- Develop ad hoc migrant assistance data collection activities to support field missions where necessary.
- Identify and implement technical solutions related to data collection, analysis, and visualization of migrant assistance data, in line with best practices on data security and data protection, particularly through partnerships with the private sector, academic institutions, and other stakeholders.
- Liaise and coordinate with external stakeholders to inform their work by providing data on migrant assistance issues. Participate in relevant national and international fora as well as relevant inter-agency working groups at regional and global level.
- Support the development and update of the EUTF website with MiMOSA data (content, visuals, etc.).
- Undertake duty travel, as necessary.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Computer Science, International Relations, Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience of other information management work, including data verification, validation, classification, and transformation;
• Experience in the development and management of databases and applications;
• Knowledge or experience of case management/customer relationship management systems
(Mimosa);
• Excellent qualitative and quantitative data analysis skills and demonstrated ability to produce high-quality information products;
• Experience in the field of migrant assistance, particularly Assisted Voluntary Return and
Reintegration (AVRR) and protection strongly preferred;
• Experience using MiMOSA is strongly preferred;
• Experience in the development and management of (SQL and NoSQL) databases and applications is preferred;
• Proven ability to deliver technical training to different audiences;
• Experience in the use of database applications and statistical analysis tools.
Languages
Fluency in English is required. Working knowledge of French is an advantage.
