Overview of position
Our client has since commenced its support to the country’s new transitional authorities in their post-conflict efforts. These range from assisting the Libyan authorities restore public security and the rule of law, promote inclusive political dialogue and national reconciliation, help the Libyans embark on the drafting of a new constitution and lay the foundation for elections. Our client was mandated to support the organization of elections in Libya, in full accordance with the principle of national ownership.
Following the revolution in 2011 that led to the overthrow of 40 years of authoritarian rule, the clashes have severely impacted both the political and economic conditions affecting the macro-stability of the country, and the lives and livelihood of the Libyan people. Since the country’s first free elections on 7 July 2012 for the General National Congress (GNC), two subsequent electoral events took place: the Constitutional Drafting Assembly election on 20 February 2014 amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 92 municipal council elections during 2014 and 2015.
With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this initiative is designed to support Libya in holding municipal council elections in 2018/ 2019/2020. Through support to the Central Committee for Municipal Council Elections (CCMCE), the designated body responsible for Local Elections, the project expects to contribute to the timely planning, preparation and conduct of the upcoming municipal elections. The project focuses on support to and capacity building of the CCMCE to prepare and run credible election operations including a successful voter registration and prepare and conduct voter/civic education and awareness raising activities.
Role objectives
Our client seeks to support CCMCE by engaging a National Field Coordination Advisor who will work as a consultant with the CCMCE and who will support the respective department in CCMCE. The FCA will work under the supervision of our client’s CEA, our client’s Project Manager and in collaboration with the international advisors of our client. His/her work will be closely finetuned with the CCMCE Executive Management. S/He will be responsible for ensuring enhanced progress towards the overall realization of the objectives of the project, coordinating work with subcommittees and assisting in preparation and conducting of elections in the municipalities.
Summary of Key Functions:
The incumbent/s will contribute to our client’s electoral support to Libya by assisting the department in ensuring that field operations and activities are coordinated in a timely manner, with relevant information disseminated to all involved actors and stakeholders, and all material and human needs provided to guarantee the successful implementation of logistics and operational plans.
Main Activities:
The incumbent will contribute to:
- Serve as main CCMCE contact person and link to CCMCE central management for field activities;
- Oversee field work on a daily basis with the regional field officers and, coordinate with sub-committees and local representatives/community members;
- Inform the Logistics Officer on any logistics needs for the trainings, workshops and electoral events in the field;
- Identify and support the setup of local facilities when requested;
- Monitor, organize and report people and asset movements related to field activities;
- Monitor and report budget and expenses related to field operations;
- Resolve the administrative and logistics problems related to field activities;
- Support the CCMCE’s management on the coordination between different stakeholders of the project;
- Support in the setup and operation of field offices for the registration of voters, observers, and candidates, field surveys as well as the implementation of other electoral events in municipalities;
- Identify local partners and potential suppliers required to support field operations;
- Provide regular and ad hoc progress report and needed type of feedback from the field to the management of CCMCE in order to support strategic and operational planning and implementation;
- Carry out field visits as necessary to ensure the successful coordination of the CCMCE’s activities;
- Conduct any other relevant tasks.
Key competencies
Education:
Master Degree or Higher (5-10 years of relevant experience) or Bachelors’ Degree (7-12 years of relevant experience); Operations Management, Project Management or related field.
Experience:
The appointee must be customer focused and highly motivated with good time management and interpersonal skills. She/he must have excellent communication and organization skills and with a high level of accuracy and reliability. S/he must have a well-established methodology for addressing logistical problems. Five years of experience in logistics in Libya is the preferred profile. Candidates with fewer years of experience will have to demonstrate a strong academic background and strong interpersonal skills.
