Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context and Scope of the Position
IOM Ethiopia’s Migration Management Unit (MMU) implements a variety of programmes aimed at protecting migrants and improving migration management and governance in Ethiopia. Among other, IOM is implementing an EU-funded project entitled “Joining Forces: Multi-Stakeholder Action to Offer Young Refugees and Host Communities a Sustainable Future in Ethiopia” which aims to create evidence-based, innovative and sustainable development and protection solutions for urban refugees and their host communities in Addis Ababa and Shire through improved access to education, livelihoods and justice as well as improve capacity of stakeholders with urban refugee protection mandates. In addition to IOM, the project is implemented by a consortium led by Plan International and composed of ZOA, MCMDO and EOC-DICAC.
Under the overall supervision of the Migration Management Programme Coordinator and the direct supervision of the National Capacity Building Officer, the incumbent shall be responsible for carrying out duties related to project/programme implementation, monitoring and evaluation, donor reporting, visibility and communications activities. In particular, s/he will be responsible for the following responsibilities:
Core Functions / Responsibilities:
- Work with the project team to provide general assistance in the development of the overall project implementation plan, including project monitoring and evaluation;
- Organize and coordinate workshops, meetings, seminars, trainings and other events in relation to the project;
- Liaise and coordinate with national and international bodies, governmental and non-governmental partners and counterparts relevant for the implementation of project activities;
- Update reporting and monitoring tools to keep track of project activities and produce and made available all relevant documentation upon request;
- Gather inputs from project staff and compile regular periodic, monitoring and donor reports, and updates on the project;
- Attend project consortium meetings and follow up on action points;
- Provide and implement recommendations to maximize the impact of the project as per project log frame and targets;
- Ensure proper documentation of all project implementation supporting documents including workshop reports, pre/post-training assessment results, event banners, participant lists, donor narrative and financial reports, best practices observed, etc.;
- Conduct financial monitoring of the project and adequate use of resources;
- Assist the MMU team in promoting its initiatives and ensuring donor visibility through drafting/reviewing press releases, newsletters, briefing notes, social media postings, etc.;
- Conduct field visits as needed;
- Perform any other related duties as assigned by supervisor.
Job Requirements
Required Qualifications and Experience
Educational Qualification
- Bachelor’s Degree in International Relations, Political Science, Journalism, Law or other social science field.
Work Experience
- Three years of experience in implementation of socio-economic development, capacity building and protection-oriented assistance programmes for vulnerable groups with Government, or with a non-governmental or international organization.
- Proven ability to establish and maintain strong working relations with relevant Government and non-governmental counterparts, international organizations, civil society and private sector entities.
- Strong coordination skills and ability to work in coordination with a wide range of stakeholders in consortium settings.
- Experience in the area of migration, refugees and reintegration of migrants and victims of trafficking.
- Personal commitment, drive for results, flexibility, and ability to work effectively and harmoniously with colleagues from various cultures and professional background.
- Good communication, inter-personal and negotiation skills.
- Ability to work under stressful working conditions such as tight timelines.
- Strong writing, analytical, organizational and reporting skills.
- High level of computer literacy; proficient in MS Office applications.
Languages
- Excellent command of written and spoken Amharic and English
- Knowledge of Tigrigna and/or Somali would be an advantage
