The Opportunity :

Reporting to the Strategic Partnerships and Advocacy Manager, the Gender Equality Advisor will be responsible for operationalising Plan’s country and global strategies and policies related to gender equality and SRH. This will include developing innovative programme designs, representation of Plan in relevant forums, providing technical guidance to programme implementation teams & documentation of processes and approaches that Plan uses.

Dimensions of Role:

  • This position has no direct reports, but may need to manage short term consultants or interns periodically.
  • This position has limited budget management responsibilities.
  • This position supports high quality programme implementation by working with program quality and delivery unit and Program Units.
  • Represents Plan at national stakeholder forums, networks, coalitions, etc.
  • Support reinforcement of Gender equality and transformation concepts and mechanisms in/out of Plan.
  • Support the designing of quality SRH projects that promotes Plan’s country and global SRH strategies, and provide the needed technical support along the projects life cycle.

Typical Responsibilities – Key End Results of Position:

Program Design

  • Lead the design of innovative projects and programs to address community issues in relation to gender equality, gender based violence, SRH and girls’ and women’s rights in collaboration with Programme Unit and relevant departments at the Country Office in line with the Plan Egypt Country Strategy. This will include but not be limited to developing logical frameworks and concept notes.
  • Lead design of gender and SRH program packages, guidelines and manuals that are aligned with Plan Egypt country strategic plans and facilitate operationalization of Plan Egypt’s strategic objectives.
  • Work with the Business Development unit to raise funds for gender related projects.
  • Ensure the mainstreaming of Sponsorship commitments, gender transformation standards and any other relevant corporate guidelines in the design of project proposals.
  • Act as resource person in the organisation for gender equality and keep oneself up to date with developments happening in this field both nationally and internationally.

Strategic Partnership & Policy Advocacy

  • Develop strategic partnerships with key constituencies to elicit support for and maximize impact of Plan’s work.
  • Develop and implement influencing plan which includes partnership mainstreaming in collaboration with PU and Programme Quality and Design Unit (PQ&D) to ensure active, meaningful and continuous relationship.
  • Develop and implement influencing action plan related to gender equality themes using all relevant tools and techniques. This will include, but not be limited to, developing policy briefs, advocacy messages, organizing conferences and seminars, etc.
  • Develop routinely and submit progress reports, status updates and briefs on emerging issues to relevant team members.
  • Lead in formulating country specific policies, strategies and objectives ensuring that they are on accountability for quality programming/gender responsiveness.
  • Represent the organization at different national, regional and global forums & platforms. 

    Technical support

  • Build the capacity of Plan staff, and strategic partners to promote gender equality principles and practices as well as equal rights for children, especially girls, and women.
  • Provide technical recommendations to improve the design of any project or program to ensure that they are gender transformative and meet the quality standards.
  • Provide demand driven technical support to PQ&D unit and Program Units and ensure high quality programme implementation. This will include designing, conducting and coordinating training programmes, technical field visits, development and dissemination of guidance material, etc.

Program Reporting and Documentation

  • Prepare periodic progress and analytical reports ensuring that management is equipped with the necessary information for appropriate decision making.
  • Initiate gender researches and document the lessons learned and accumulative experience of the gender equality activities, including SRH, which have potential to enhance Plan’s gender work, as well as share and disseminate the information within the impact areas.
  • Chair the gender equality thematic network and ensure this platform is best utilized to enhance knowledge management process in Plan International Egypt.

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives:

  • A Master Degree in Social Sciences/gender or equivalent qualification in relevant field.
  • A minimum of 5 years relevant work experience at a similar level in gender/SRH field.
  • Understanding of integrated development issues and critical analysis of child poverty
  • Knowledge of strategic planning processes and  theories of gender equality and transformation
  • In depth Knowledge of development issues, trends, challenges and opportunities and implications to community development
