The PRET-SRHR program – (Partnering for Resilience to Emergencies through Transformation of Sexual and Reproductive Health and Rights (SRHR) – is a regional initiative in West Africa aimed at strengthening sexual and reproductive health and rights as part of the humanitarian-development-peace nexus. Over a three-year period, the program strengthens the capacity of sub-national health systems to deliver rights-based and crisis-resistant sexual and reproductive health services, transform harmful gender norms and improve regional commitment to sexual and reproductive health in humanitarian and fragile contexts. The program’s target countries are Burkina Faso, Mali, Niger and Nigeria. In 2024, a complementary project was added, ”She responds”, funded by the Hewlett Foundation, which aims to guarantee the sexual and reproductive health and rights of women and girls in crisis situations to ensure effective and comprehensive coordination and response during emergencies in West Africa. The aim is to support national, regional and global progress on SRHR and humanitarian action. This project focuses on transferring the power of coordination and humanitarian response to women- and youth-led organizations to create a more favorable environment for sexual and reproductive health and rights in humanitarian contexts in Burkina Faso, Mali and Niger. Based in Ouagadougou or Niamey, the PRET-SRHR/” She responds” Project Technical Advisor will be responsible for providing technical support for two multicounty SRHR programs. The TA, SRH will provide technical assistance to Burkina Faso, Mali, Niger and Nigeria on the implementation of the PRET SRHR and ”She responds” activities and on the documentation of lessons learned. Major Responsibilities • Conduct clinical training of trainers and assessments for contraception and abortion care, DMU (Minimum initial service Package for SRH) and support country program teams to implement quality improvement systems. • Provide technical oversight, working with country programs and relevant TAs to ensure development and implementation of project strategies in 4 supported countries. • Contribute to the project technical report writing and documentation. • Provide remote and in-country implementation support on key SRHR strategies, including adolescent-friendly service delivery, disability inclusion, SRHR values clarification and attitudes transformation, gender norms transformation and policy change. • Analyze program data and conduct staff interviews to document lessons learned from the implementation of SRH services in the four countries and produce a lessons learned report describing the findings to contribute to documentation and learning for the Packard project. • Contribute to in-country and global dissemination efforts for lessons learned SRHR in humanitarian settings • Other duties, as assigned. Job Requirements: • MD, nurse or midwife, MPH a plus • At least 5 years public health experience, including in development and/or humanitarian settings. • Demonstrated expertise in multiple areas of SRH (e.g., contraception, maternal health, abortion care), quality assurance (e.g., competency-based clinical training, supportive supervision, health care provider support) and monitoring and evaluation. • Excellent communication skills – the ability to write professional documents, and create and deliver presentations to different audiences: project/program staff, management staff, mature professionals, policy makers, donors etc. • Solid organizational skills – the ability to be flexible and work well under pressure, dealing with competing priorities, in a fast-paced team environment. • Professional-level fluency in French; English proficiency will be a huge plus. Working Environment: • “Standard office work environment” as per IRC policy. • Regular travel will be expected to provide technical assistance to some country programs and monitor and improve quality of SRHR teams’ technical assistance. **Standard of Professional Conduct:**The IRC and the IRC workers must adhere to the values and principles outlined in the IRC Way – our Code of Conduct.
