The Partnership for African Vaccine Manufacturing (PAVM) was established by the African Union in 2021, under the Africa Centre for Disease Prevention and Control (CDC) to deliver on the goal of enabling the Africa vaccine manufacturing industry to increase its capacity to meet local demand from its current level of 1% to 60% by 2040. To do this, the PAVM will support partnerships in the creation of an environment fully conducive to the emergence of a thriving private sector manufacturing base. It will also steward a continental strategy that efficiently maintains both scale and cost- competitiveness and avoids vaccine nationalism when future demand surges emerge on the continent.

A continental strategy was developed and published as the PAVM Framework for Action (FFA), laying out the key interventions required across six categories and 8 bold programs. These include regulatory strengthening, market design and demand certainty, access to finance, tech and IP, infrastructure, Research &Development hubs, and talent development. Within each of these enabler categories, several activities have been outlined already by PAVM.

At the 37th African Union Assembly, the mandate of PAVM was expanded to include focus on the manufacturing of other health products, such as pharmaceuticals and diagnostics. To support the expansion of the PAVM mandate strategically, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the project “Strengthening Crisis and Pandemic Response in Africa” – commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) and on behalf of Africa CDC, PAVM – is seeking to appoint a senior consultant to support the development of a strategic and implementation plan for pharmaceuticals manufacturing in Africa.

Summary of tasks to be performed under this contract:

  • Provide strategic advice on increasing/enhancing the role of Africa CDC in the area of pharmaceuticals manufacturing.
  • Develop an overall strategy and implementation plan for pharmaceuticals manufacturing in Africa.
  • Update pharmaceutical manufacturing and demand landscape/ demand forecast (volume and value demand forecast) for priority medicines.
  • Propose a scope of work for the engagement of Africa CDC with key stakeholders in the novel therapeutics and strategic generic medicines to meet the targets for future pandemics and current therapeutics needs on the continent.
  • Draft an appropriate roadmap for scaling up access to strategic therapeutics and support a robust consultative process and mechanisms to ensure its implementation.
  • Review and articulate the positioning of the Africa CDC in the efficient and resilient management of the health/medical products (esp. therapeutics) in future pandemics and in respect of current and future disease burden on the African continent.
  • Provide catalytic support to institutions and manufacturing facilities in rolling out the development and/or expansion of the productive capacity required to fulfill the expanded mandate of Africa CDC on key therapeutic categories.

Qualifications of key expert 1

  • Education/training (2.2.1): Masters Degree in pharmaceutical sciences, public health, or other related fields
  • Language (2.2.2): C1 -level language proficiency in English. Knowledge of two or more of African Union working languages would be an added advantage
  • General professional experience (2.2.3):
    • 3 reference projects in the area of access to medicines / health products manufacturing
    • 10 years working in Pharmaceuticals/ vaccines market analysis, project management, health care delivery systems, or any other relevant topic
    • 10 years of experience working with international organisations (e.g. UN, development agencies, philanthropic foundations)
    • 10 years of experience working in the field of access to vaccines, medicines and other pharmaceuticals and/or pharmaceutical manufacturing
  • Specific professional experience (2.2.4):
    • 10 years of experience in project management and coordination.
    • 5 years of experience in the development of policies, processes, market analysis, procedures and tools for personnel development, qualification programs and human resources projects in the pharmaceutical or health sector.
    • 5 years of experience in working on/with African health systems, ideally in immunization, access to medicines or pharmaceutical regulation. Clear understanding of African health systems.
    • Excellent technical writing skills, and skills in translating highly technical information into presentations, briefings and report and funding proposals for both technical and lay audiences.
  • Regional experience (2.2.6): 5 years work experience in the field in an African country ideally in low- and middle-income country.

Soft skills
