Chemonics seeks an Accountant/Bookkeeper for a Senegal-based activity under the USAID Climate Finance for Development Accelerator (CFDA). CFDA is in its third year and is a global, $250 million initiative to increase climate investment in emerging markets and developing economies. The Senegal Sustainable Finance Activity (SFA) will be a three-year buy-in under CFDA with objectives to: 1.) support USAID Senegal to identify and develop local solutions and partnerships to mobilize finance to towards Senegal’s climate adaptation and mitigation objectives, 2.) support targeted analysis and technical assistance to help USAID Senegal, the government of Senegal, and private sector stakeholders identify and address barriers and opportunities to increase sustainable finance in Senegal, and 3.) advance learning and develop Senegalese capacity to mobilize catalytic private sector partnerships and finance. This role is an exciting opportunity to provide operational, compliance, financial management, and programmatic support on CFDA in Senegal. We seek candidates with experience in Senegal’s sustainable and climate finance landscape, with a keen interest to partner with private sector and government stakeholders to advance investment in sustainable development. Principal Duties and Responsibilities:
- Ensure that incurred costs are allowable, allocable, and reasonable in accordance with USAID cost principles and Chemonics policies and procedures
- Prepare payroll and ensure allocation of payroll costs to appropriate general ledger accounts. Prepare submission of all tax withholdings (payroll income tax, deduction at source) to relevant parties
- Review and approve accounting and supporting documents and transactions to ensure accuracy, completeness, and compliance with Chemonics policies and procedures and USAID regulations
- Oversee monthly wire transfer requests for submission to the Project Management Unit (PMU) and manage local bank account to ensure sufficient availability of funds for project needs
- Prepare and/or review ad hoc analysis and reporting as needed, monitor preparation and perform analysis of financial reports relative to budget and monthly forecasting. Review the internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in place
- Ensure proper safeguards of funds and compliance with established USAID and Chemonics financial and accounting procedures
- Liaise directly with the Chemonics Field Accounting Support Team (FAST) in Washington, D.C. on the implementation of the accounting software system and any ongoing issues or reports. Prepare and process financial reports in a timely manner using the accounting software system, including monthly accrual/projection spreadsheets, and ensure they are submitted for review in a timely manner
- Support the Grants and Partnerships Manager on strengthening sub-awardees financial capacity to ensure they follow USAID regulations, including review of financial statements, policies/procedures, and grantee pre-award risk assessment. Assist with budgetary and financial aspects of grant proposals and planning for implementation/procurement and cash disbursement needs for grants implementation
- Contribute to the budgetary and financial aspects of grant proposals and to the planning of implementation, procurement and disbursement requirements for grant implementation
- Support the technical/grants team in ensuring all Senegal-specific accounting and tax requirements are met, prepare GST exemption packages in accordance with USAID guidelines. Work closely with internal and external auditors during field program audits
Qualifications :
- Bachelor’s degree in related field required. Master’s degree strongly preferred. Association of Certified Chartered Accountants (ACCA), Chartered Institute of Management Accountants (CIMA) or equivalent professional qualifications preferred.
- Minimum of 5 years relevant experience; prior USAID experience preferred.
- Excellent interpersonal and communication skills.
- Demonstrated experience working independently, as well as in collaboration with multiple stakeholders and project implementation teams.
- Demonstrated leadership, versatility, and integrity
- Fluency in French and Wolof required, advanced English preferred.
