We are recruiting for an Administrative and Project Management Officer, for an Initial period of one (1) year, the first three (3) months of which shall be on probation. The assigned location will be Addis Ababa, Ethiopia. The Administrative and Project Management Officer shall be responsible to provide administrative, logistics, project management and Monitoring and evaluation support to the AU-UN-EU Tripartite project for the enhancement and operationalization of the African Union compliance and accountability framework with International Humanitarian and Human Rights Law (IHL/IHRL) and conduct and discipline in the AU PSOs (Hereinafter referred as the AU-UN-EU Tripartite Project).

The African Union (AU), established in 2002 as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

Organizational Setting and Reporting

The position is located in the Peace Support Operations Division in the Conflict Management Directorate in the Commission of the African Union (AUC), Addis Ababa, Ethiopia. The position falls within the overall functions of the PSOD to plan, launch, direct, manage, sustain and liquidate Peace Support Operations (PSOs) mandated by the Peace and Security Council of the AU (Council) – as well as to provide strategic support to authorized PSOs.

Responsibilities

Under the supervision of the Compliance Coordinator of the AUCF, the Administrative and Project Management Officer shall provide administrative, logistics, project management and Monitoring and evaluation support to the AU-UN-EU Tripartite project for the enhancement and operationalization of the African Union compliance and accountability framework with International Humanitarian and Human Rights Law (IHL/IHRL) and conduct and discipline in the AU PSOs (Hereinafter referred as the AU-UN-EU Tripartite Project) and perform the following main duties:

  • Support the AUCF in the preparation of annual workplans, substantive outcomes and results and monitor implementation progress.
  • Support AUCF activities planning including but not limited to administrative and logistics issues.
  • Support the preparation of project implementation reports; individual activities reports, minutes of meetings and any other relevant reports.
  • Support the preparation of activities and related expenditure with project partners for implementation of annual workplans.
  • Contribute to the preparation of periodic financial and budget execution reports and monitor budget execution at unit/division level.
  • Coordinate with the UN counterpart on administration, finance, logistics and project management within the Project Management Unit (PMU) on the management and daily facilitation of the project activities.
  • Provide administrative and logistics support to the annual meeting of the High-Level Strategic Steering Committee (SSC) and the quarterly meetings of the Operational Technical Committee including the preparation of all relevant documents reports of meetings and monitoring the implementation of outcomes of the meetings.
  • Support the continuous improvement in project management practices.
  • Provide Monitoring and Evaluation support on the overall implementation of the project.
  • Perform any other tasks as may be assigned by the direct supervisor.

Required Skills and Experience

Education:

  • Advanced University degree (Master’s Degree or equivalent) in policy, development, management, political science or public administration, or other related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • Excellent teamwork, coordination, and representation skills. Strong negotiation and interpersonal skills.

Work Experience:

  • Must have at least 2 years of progressive working experience in strategic and operational planning, and programme management and evaluation.
  • Working understanding of the AU PSO Compliance Framework is highly desirable as well as previous experience with African Union peace support operations.

Languages:

  • Proficiency in English is a must.
  • Knowledge of a second or all of the other AU working languages ( French, Arabic, Portuguese and Spanish) would be an added advantage.
