Global context of the mission:

Action Against Hunger is an international humanitarian organization committed to ending world hunger. For almost 40 years, across nearly 50 countries, we have been working to fight undernutrition and support communities affected by crisis across the globe. We carry out innovative, lifesaving programmes in Health, Nutrition, Water, Sanitation & Hygiene, disaster risk reduction & management, and food security & livelihoods.

Action Against Hunger began operations in Nigeria in 2010 in response to the high rate of chronic malnutrition in Northern Nigeria, focusing on integrated programming and looking at the Nutrition for children, pregnant and lactating mothers. In 2011, we expanded our work to begin implementing nutrition development projects in Jigawa and in Yobe. Following the crises in Northeast Nigeria, we further expanded our operations in Borno State in 2014 in response to the crisis to address the Nutrition, Health, Food security & livelihoods, WASH, and shelter needs of conflict-affected communities. We are operational in 11 Local Government Areas of Borno, 12 in Yobe and 3 in Jigawa.

The Nigeria mission came under ACF-FR management on January 1st 2019. Financing is issued from donors such as DFID, ECHO, GAC, OFDA, SDC, UNICEF, EU, USAID, AFD, French Ministry of Foreign affairs, SIDA and UNOCHA NHF. The total budget amounts to approximately 70 million USD. The mission has over 500 staff including over 50 international employees. There are three base offices: Damaturu, Maiduguri and Dutse and four sub bases including Monguno, Potiskum, Bade and Damasak.

Security context:

Abuja the Federal Capital of Nigeria is generally safe both day and night but as with any city, caution and common sense should be exercised always. Though security guidelines here are relaxed, must be strictly adhered to. The security situation is however not the same for the North Eastern parts of Nigeria (Yobe and Borno) which has seen long standing insurgency stemming from the strikes by the Non state armed groups and subsequent military counter-measure operations. We therefore adhere to strict security measures reviewing them regularly to ensure that staff in these areas are safe.

The base of Damaturu gathers a large team with over 200 staff. The projects aims to both humanitarian and development purposes, with a few long-term health and nutrition projects and multiple donors (DFID, GAC, SIDA, ECHO and USAID). The security situation in Yobe, has improved since 2017, but there a still risks and the situation remains a bit unpredictable.

The position: Under the supervision of the Area Coordinator, your mission is to provide leadership and management of all the Support Services functions and systems at regional level, including Logistics, Finance and HR & Administration Management, to ensure quality support to programme implementation is maintained in line with ACF Nigeria Country Strategy, internal policies, best practice and donor guidelines. More precisly, you will :

· Coordinate the support function inter-departmental work plans, in order to provide operational support to project implementation.

  • Manage the support functions
  • Ensure general Administration
  • Ensure proper reporting

The applicant: You hold advanced University degree (Masters) preferably in economics and/or political/humanitarian/Development studies or equivalent. You have a minimum of 3 years of humanitarian experience in country level senior management/coordination role, in complex emergency / insecure contexts.

Fluency in English written/spoken is compulsory, especially writing reports.

Length of contract: 12 months starting on 1st July – Contract under French legislation

Remuneration and benefits :

  • Monthly gross salary from 1805 à 2305 € upon experience
  • Per diem and living allowance: 539€ net, field paid
  • + 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • + Child allowance, limited to 5 children

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year.
    • 20 RnR per year.
    • 215 € at each RnR period (averagely every 3 months
  • Coverage of the transportation expenses to the RnR area of reference (=Thaliande).

Training :

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©.
  • Technical trainings at HQ or regional level (averagely 1 per year).
  • Intermission Workshop once a year
  • Participation to external trainings costs upon eligibility of the request.
