The purpose of the Area Coordinator position is to ensure high quality and cost-effective program/project implementation within the designated geographical area.

The Area Coordinator is responsible for oversight of ACF operations in the area of operation attributed.

The position is duty-stationed in one of the filed office with frequent travels to other areas to support and supervise program implementation and teams. this position is a member of the SMT (Senior Management Team)

Key activities

Objective 1: Program implementation and Area Management

  • Oversee and ensure effective implementation of all programs within the Area of Responsibility, guaranteeing adherence to project plans, timelines, budgets, ACF guidelines, and donor requirements.
  • Hold overall accountability for timely and high-quality delivery of ACF programs across a large and diverse operational area, in support and collaboration of the Program Coordinator of the assigned area
  • Provide strategic leadership and line management to Heads of Bases, Field Coordinators, and Field Managers, ensuring harmonized approaches and operational coherence across states.
  • Support Area Program Coordinator in applying and monitoring BFU, ITT, DIP, PPP, and other project management tools consistently across all field locations.
  • Ensure program coherence and compliance, maintaining quality standards and donor requirements across multiple operational contexts.
  • Conduct regular field visits to monitor implementation quality, identify bottlenecks, and provide timely solutions to operational challenges

Objective 2: Program Development and Coordination Office Support

  • Lead and contribute to the development of new programs and proposals that address the needs of the most vulnerable households, through comprehensive needs assessments and program design.
  • Act as a key link between field bases and the Coordination Office, ensuring area-level priorities, challenges, and lessons learned are reflected in proposal development, donor engagement, and strategic planning.
  • Provide timely and high-quality inputs for donor reports, evaluations, and learning processes, consolidating field-level data and insights.
  • Identify and proactively propose opportunities for program expansion, scale-up, or adaptation across the region based on emerging needs, access constraints, and funding opportunities.
  • Strengthen coordination and coherence between field bases and the Coordination Office by promoting harmonized approaches, aligned work plans, standardized tools, and effective information flow throughout the program cycle.

Objective 3: Area Operations and Systems Oversight

  • Oversee and coordinate area-level HR, logistics, finance, and security functions across multiple states to ensure operational efficiency and compliance.
  • Establish and maintain robust operational systems, internal controls, and risk management mechanisms fully aligned with ACF procedures, national legislation, and donor regulations.
  • Anticipate and mitigate operational risks related to scale, movement, and access by developing proactive strategies and contingency plans.
  • Promote efficient resource allocation to support program scale-up, sustainability, and cost-effectiveness across all operational contexts.
  • Strengthen cross-functional coordination between operations and program teams to ensure timely recruitment, procurement, movement planning, and financial support aligned with program priorities and implementation timelines.
  • Build the capacity and performance of area operations staff through coaching, performance management, and systems strengthening, ensuring continuity and resilience of operations.
  • Ensure emergency preparedness and rapid response capacity at area level, including readiness to support sudden-onset emergencies or program expansions.

Objective 4: Mission Representation and Humanitarian Access

  • Represent ACF at area and state-level coordination meetings, INGO forums, and relevant UN-led platforms to ensure effective humanitarian access and visibility.
  • Facilitate communication and negotiation with communities, local authorities, and partners to enable safe and timely program implementation while maintaining neutrality and humanitarian principles.
  • Advocate for the needs of vulnerable populations, ensuring alignment with ACF’s mission, values, and strategic objectives.
  • Coordinate with line ministries and local governance structures to align program activities with national policies and priorities, fostering collaboration and acceptance.
  • Monitor and report on access constraints, security risks, and operational challenges, proposing actionable solutions to maintain staff safety and program continuity.
  • Ensure robust safety and security management at the area level, including:
  • Implementation of ACF security protocols and contingency plans.
  • Continuous risk analysis and mitigation measures for staff movement and program delivery.
  • Regular security briefings and capacity-building for field teams to strengthen awareness and preparedness.
  • Strengthen humanitarian diplomacy and networking, building relationships that enhance operational access and influence in coordination platforms.

Additional Responsibilities

  • Support emergency response within existing programme areas when requested.
  • Contribute to operational components of strategy development and process improvement.
  • Any other tasks assigned by the DCD–Operations.

Candidate description

Education & Training:

  • Bachelor’s degree in Finance, Logistics, Business Administration, Humanitarian or Development Studies, or a related field.
  • Alternatively, substantial experience in humanitarian and development operations may be considered.

Technical Knowledge:

  • Thorough understanding of complex procurement procedures (national and international), administration/finance, safety and risk management, PCM, and institutional donor compliance.
  • Demonstrated skills in staff capacity building, team management, and representation.
  • Experience in risk management, fraud prevention, and operational systems strengthening.
  • Strong background in logistics, administration, HR, and program implementation.

Experience:

  • Minimum 3 years in similar senior roles such as Head of a large field office, Field Coordinator, Area Manager, or Head of Department for large portfolios.
  • Previous experience with ACF in other countries is strongly desirable.
  • Proven ability to manage operations in complex and challenging contexts.

Organizational Knowledge:

  • Familiarity with ACF/INGO operational structures, program standards, and field implementation modalities is an asset.

Language Skills:

  • English (mandatory); Arabic is an asset.

IT Skills:

  • Proficiency in Microsoft Office (especially Excel).
  • Ability to work with project tracking tools and digital reporting systems.

Remuneration package

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: 12 months .
  • Base: (Sudan)
  • Salary: according to Action Against Hunger salary scale and to candidate’s previous experience.

This packaged includes:

  • Expatriate insurance (health, live, repatriation, travel, etc.)
  • Break flights/trips to defined area: (break per diem: 215 EUR)
  • Yearly holiday return flight ticket
