Position Summary:

The Biomedical Prevention Advisor is responsible for planning, implementing, and supervising biomedical prevention activities for ICAP’s proposed CDC-funded project, Accelerating Lesotho’s Progress to Epidemic Control Through Health System Strengthening and Delivery of Comprehensive HIV/TB Care, Treatment and Prevention Services under PEPFAR (CDC-RFA-GH20-2045). The incumbent will oversee all activities aiming to reduce the number of new HIV infections in the country.

The position is contingent upon availability of grant funding

Major Accountabilities:

  • Plans, develops, implements, and supervises the proposed project’s HIV prevention efforts, including programs, protocols, and policies.
  • Supports the development and establishment of a national targeted HIV prevention plan for areas with high-density of recent infections.
  • Oversees the scaling-up of key HIVprevention interventions in Lesotho to reduce the number of new HIV infections.
  • Ensures effective referrals and linkages from HIV testing services (HTS) to HIV prevention services.
  • Identifies, develops, and implements innovative approaches for HIV prevention (including pre-exposure prophylaxis [PrEP] and prevention of mother to child transmission in ICAP-supported facilities.
  • Leads the scale-up of HIV prevention programs in the country in collaboration with local stakeholders and project staff.
  • Strengthens adherence, psychosocial, and prevention with positive services aimed at reducing transmissions and disease progression.
  • Supports the development of prevention strategies with the Ministry of Health (MOH) and local institutions and stakeholders.

Education:

  • A Medical Degree (MD) or an advanced degree in public health, medicine, epidemiology, or related fields.

Experiences, Skills, and Minimum Qualifications:

  • A minimum of eight years of experience in HIV/AIDS, or international public health program management in resource-constrained settings, preferably in Lesotho.
  • Excellent grasp of clinical issues and current literature in HIV/AIDS and TB prevention program scale-up and innovative approaches to strengthening adherence, psychosocial, and prevention programming to reduce transmission
  • Ability to manage several activities concurrently, set realistic priorities and timelines, follow through appropriately, and supervise project staff.
  • Experience working in collaboration with local government partners, the U.S. government, or other bilateral donors preferred.
  • Written and spoken English proficiency.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
