Position Summary:

Working under the guidance and direction of the Regional Team Lead based in Brazzaville for the ICAP project in Brazzaville, the Lab/Supply chain Officer will provide technical assistance and supportive supervision on laboratory strengthening and supply chain management at district and site level including HIV testing, early infant diagnosis (EID), TB diagnosis and VL testing working on laboratory systems strengthening, sample transportation, return of results, stock management and reporting.

Qualifications / Professional Requirements:

  • Advanced degree in laboratory techniques or clinical biology or pharmacy.
  • At least 3 years of experience in the implementation of HIV and AIDS interventions (HIV testing, biological monitoring of PLHIV on ARVs, and / or TB screening).
  • Experience in implementation of GLOBAL FUNDS – funded AIDS activities is highly desirable.

Experience and Skills:

  • Extensive knowledge and experience in design, implementation and management of laboratory services in HIV programs.
  • Knowledge /experience of procurement procedures and equipment/supply/stock tracking and inventory.
  • Experience with lab-related data management systems.
  • High level of proficiency in computer applications, particularly Word, PowerPoint and Excel.
  • Ability to work independently with strong problem-solving skills.
  • Fluent in French and English proficiency.
  • Excellent oral and written communication skills.
  • Ability to work in a multicultural environment.
  • Is prompt and efficient with minimal absences.
  • Exhibits a positive and professional demeanor in and outside of the workplace that exemplifies and furthers the mission, vision and values of the program.

Travel Requirements:

  • Frequent travel within conducting site visits.

Major Duties and responsibilities:

  • Support the organization of the sample referral network and delivery of samples and their transport in the reference laboratories for the viral load.
  • Provide ongoing technical assistance to laboratories as part of overall capacity building and continuous improvement programs.
  • Assist laboratories with the development of quality systems to include a comprehensive quality management plan, the development of routine SOPs, quality control and quality assurance systems, staff training, and others as needed.
  • Assist sites and health district pharmacies in quantification of needs in order to avoid stockout of ARVs and other HIV laboratory products.
  • Strengthen the capacity of the sites and district pharmacies in the reporting of HIV products (ARV, Rapid tests, lab products).
  • Organize and document the purchase, delivery and distribution of HIV inputs.
  • Support laboratories to participate in the quality improvement program for HIV testing.
  • Provide support in the preparation and conduct of training for laboratory personnel (general technician and laboratory supervisor) Encourage and provide technical assistance to laboratories in the preparation and search for accreditation by laboratory accreditation agencies.
  • Build the capacity of providers within laboratories to establish and maintain performance reports.
  • Perform other assigned duties according to emergencies related to 95-95-95
  • Work in collaboration with the team members, local implementing partners, and other stakeholder • Carry out other duties and responsibilities as assigned.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
