Overview of the position:

The Stipends Support for the Somali National Army projects supports the growth & development of the Somali National Army (SNA) by disbursing monthly stipends to up to 6,100 SNA soldiers & 4 members of the Child Protection Unit (CPU) inside the Somalia Ministry of Defence (MOD). The goal of the projects is to ensure that designated units of the SNA & the civilians comprising the CPU receive monthly stipends to make sure that those units remain cohesive, loyal & disciplined & that they do not engage in any illegal activities or violate human rights. Our client will also provide field based oversight to ensure the funds are disbursed through a punctual & transparent e-payment process that is clear of any corrupt or illegal practices. Lastly, they will ensure that the soldiers receiving stipends under the projects are registered & verified & that they are compliant with the UN Human Rights Due Diligence Protocol (HRDDP).

Purpose for the role:

  • Reporting to the Project Manager (PM), the Biometric Registration Mentor (BRM) is an International Officer with ample expertise in biometric registration & payments system operations. He/she will lead the conceptualization, planning, preparation & monitoring of registration activities whilst being the link between the registration project operational activities & deliverable’s.
  • The BRM coordinates with the Pay Team Observers (PTOs) to ensure that payment & registration data & operations are aligned. He/she also conducts formal “on the job” training & instruction to ensure that field teams are operating at peak efficiency.
  • The BRM is responsible for maintaining the necessary registration kits, hardware, software, & databases, including the management & delivery of upgrades & procurement or replacement of equipment. Finally, in coordination with the PTOs, he will ensure the timely & accurate flow of registration & biometric data, including from the field team & issuance of corresponding beneficiaries’ IDs.

Other tasks as required to include:

  • Maintain contact with field teams to ensure the timely flow of the project data.
  • Engage in the strategic examination of organizational engagement in Somalia, development revision & monitoring of the strategic plan.
  • Ensure linkages to policy, strategy, crosscutting issues & synergies between regional initiatives.
  • Assist the PM in development of regional, personal & thematic plans to achieve stated goals & objectives, including developing background & contextual components of work plans.
  • Enhance & strengthen mechanisms for including impact, outcomes & measurability from the initial planning process.
  • Develop tools for monitoring of field activities in line with project objectives.
  • Measure progress according to monthly timelines, identifying gaps in delivery, proposing solutions in collaboration with the PM.
  • Troubleshoot & problem solve when roadblocks are encountered at the field level to ensure the delivery of quality information.
  • Manage gathering of impact, effect & human interest data from the field, including interviews & feedback from beneficiaries, photos and video & interest stories for all activities being undertaken in Somalia. Quality assure this information;
  • Prepare reports and correspondence.
  • Participate in relevant coordination meetings & other working groups.
  • Other duties as required.

Team management:

  • The Biometric Registration Mentor will coordinate Payment Team Observers (PTOs).

Education:

  • Bachelor’s degree in in related area (ICT or Database) combined with 7 years of professional relevant work experience in the Military/Police or Stipends related projects.

Work experience:

  • Minimum of 7 years of demonstrable relevant Information Technology experience and/or minimum of 7 years of demonstrable relevant Information analysis experience.

Geographical experience:

  • Minimum of 2 years of experience in Africa (desirable).

Languages:

  • Fluency in English is essential.

Education/Experience/Language:

  • Bachelor’s Degree in related area (ICT or Database) combined with 7 years of professional relevant work experience in the Military/Police or Stipends related projects.
  • Experience in complex humanitarian &/or development programs, in 1 or more countries, at an operational level.
  • Good knowledge of roles & activities of international organizations within complex humanitarian emergency or developmental environments.
  • Proven ability to produce reports & papers on substantive issues with strict attention to deadlines.
  • Ability to review & edit the work of others.
  • Excellent drafting ability & communication skills, both oral & written & good computer skills.
  • Good interpersonal skills & abilities to gain assistance of others in a team endeavour.
  • Ability to effectively work in a multicultural environment.
  • Be physically fit & in good health.
  • An understanding of biometric identification & registration.
  • Have a demonstrated ability to live & work in the conditions of Somalia.
  • Ability to work with little or no supervision in high risk/hostile environments.
  • Capable of delivering on the job training.
  • Fluency in oral & written English is required. Knowledge of a second language is an advantage.
