We are looking for a highly qualified, self-motivated Camp Coordination and Management (CCCM) Manager who is able to manage a CCCM mobile response programme, work with diverse teams of both national and international staff, and equipped with technical skills to develop and strengthen emergency response capacity in a highly complex crisis.

Overall purpose of the role:

In response to the urgent humanitarian crisis in South Sudan, DRC is scaling up its existing emergency response capacity through the continued expansion of mobile response teams in the Camp Management and Camp Coordination (CCCM) sector. This role is to oversee the implementation of roving and semi-static CCCM activities in Western Equatoria State. The Emergency/CCCM Manager will also support with capacity building of the Mobile Response Team in CCCM concepts and ensuring the quality of key CCCM activities as well as multi-sectoral response activities.

When required, the Emergency/CCCM Manager will support and/or lead and multi-sectoral needs assessments and site profiles countrywide, in close cooperation with the Protection and Safety focal points and in coordination with other NGO/UN partners, and oversee the implementation of CCCM response activities. This position will consist of deployments in areas that are remote, have challenging security and logistical issues, and with difficult living conditions.

The Emergency/CCCM Manager will play a pivotal role in ensuring information about humanitarian needs is collected and shared in an effective, timely and protection-sensitive manner and in delivery of relevant emergency CCCM services in close coordination with DRC Protection, Shelter/NFI and WASH colleagues as a first line response to new displacements or emerging needs.**

Responsibilities

  • Lead and/or support multi-sectoral needs assessments and site profiles of camp like settings in close collaboration with the WASH/SNFI and Protection Managers and relevant team leaders.
  • Oversee CCCM interventions in field locations and ensure coordination with relevant protection and SNFI activities in close collaboration with the relevant Project Manager.
  • Support with capacity building of MRT project staff in CCCM core concepts and other relevant topics.
  • Oversee the management of the MRT CCCM team, including managing leave plans and other HR related issues.
  • Support with the development of CCCM project tools including SOPs, guidance documents and activity tools.
  • Ensure security management during deployments to field locations in adherence to DRC security policy and guidelines.
  • Monitor the humanitarian situation across South Sudan using both external and internal data and record emergency triggers in the DRC Emergency Rapid Response Mechanism tracker.
  • Responsible for the budget management of the roving/semi-static CCCM activities and all related procurement.
  • Assist in the development of proposals, budgets and donor reports and project workplans.
  • Be the focal point with the CCCM Cluster and participate in coordination meetings such as the CCCM Cluster and ICCG meetings.
  • Responsible for the security management of the deployment of field teams, including the development of safety movement plans in accordance with DRC safety policies and procedures.
  • Develop and maintain good working relationships with relevant local authorities, humanitarian coordination structures, and other key actors including partners.
  • Gather contextual and logistical information on areas of potential deployment.
  • Maintain awareness of issues relating to access and civil-military coordination affecting the humanitarian response, and actively work with coordination team to source information and develop strategies to mitigate concerns.

About you

  • A degree in political/social sciences, management, development studies, international development or equivalent technical qualifications
  • Minimum 3 years of working experience in a humanitarian context including experience in complex emergencies and remote locations.
  • Experience in emergency CCCM programming and a strong understanding of CCCM core concepts and CCCM cluster standards.
  • Demonstrated ability to liaise with a variety of stakeholders in a professional and adaptive manner.
  • Solid experience in managing teams and responses in challenging security and operational contexts.
  • Strong experience leading and reporting on multi-sector and/or CCCM site assessments.
  • Strong reporting writing and budget management skills.
  • Experience in the direct line management of staff members.
  • Understanding of, and demonstrated experience in mainstreaming protection throughout other sectoral interventions.
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, Power point etc.
  • Must show ability and willingness to work in an isolated and challenging environment and be deployed in remote field locations upwards of 60% of the time.
