​​Capture Consultant, Sahel​

​​ACDI/VOCA is seeking a Capture Consultant for a Regional Resilience Activity in the Sahel Region (Burkina Faso, Chad, The Gambia, and Mauritania) funded by USAID. The activity seeks to expand resilience in the Sahel Region, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses.

​The anticipated timeframe for this assignment is April to July 2024 with up to 20 days of effort. The primary location for this assignment is Burkina Faso.

RESPONSIBILITIES

​​The objective of the Capture Consultantwill be to inform the overall proposal strategy and the technical design, as well as to identify potential local implementing partners, stakeholders, and personnel.

  • ​Work closely with the Proposal Leader, Technical Writer, and subject matter experts to identify, recommend, and interview local partners needed for implementation of the project (i.e., NGOs, consulting companies, professional associations, technical/extension organizations, etc.)
  • ​Develop a report summarizing the agricultural market landscape and perform a value chain prioritization analysis, identifying public and private sector actors key to creating change in the sector
  • ​If requested, identify project’s key staff and provide expert opinion
  • ​Should the proposal proceed to the preparation phase, participate in and support technical elements of a post-recon whiteboard session(s), and support technical design in response to the solicitation in close coordination with the pricing, recruitment, compliance, and other proposal team members

​DELIVERABLES

  • ​Partner matrix (format to be provided)
  • ​Landscape value chain prioritization analysis
  • ​Detailed and organized meeting notes for each stakeholder interviewed
  • ​If requested, provide input into ACDI/VOCA’s proposal reviews, including win themes, outlines of a proposed technical solution to USAID’s problem statement, teaming strategy, competition analysis, determining key issues for resolution, and next steps

QUALIFICATIONS

  • ​​Bachelor’s degree in international development, agricultural economics, public policy, or related field required; master’s degree preferred.
  • ​Minimum 5 years of experience in international development with a focus on resilience, economic development, or a closely related area.
  • ​Proven experience in program design for large scale international development projects.
  • ​Knowledge and experience with USAID rules and regulations desired.
  • ​Demonstrated success in capture management and strategic planning for winning new business, including identifying opportunities, developing strategies, and building relationships with partners, donors, and host-country stakeholders.
  • ​Fluency in French required; English preferred.
