Context

Since 2017, the Norwegian Refugee Council (NRC) has been working in the country to support people who have been forced to flee their homes. NRC helps protect displaced communities and supports them as they rebuild their lives.

Operations are ongoing in all crisis-affected regions, including the Far North, Northwest, Southwest, East, and Adamawa. NRC’s work focuses on four main areas: Information Counselling and Legal Assistance (ICLA), Water, Hygiene and Sanitation (WASH), Shelter and Settlement, and Education. Programmes are designed to respond to urgent needs while also supporting long-term recovery. Across its offices, NRC promotes an integrated approach, aiming to provide coordinated support that helps communities move from emergency to stability.

Currently, only part of NRC Cameroon’s response is delivered through cash or e-voucher assistance, depending on context and feasibility. While this modality is not yet used systematically across all interventions, it plays an important role in supporting affected populations with greater flexibility and dignity.

NRC Cameroon is committed to strengthening and expanding this approach in 2026. The ambition is to integrate cash and voucher assistance more broadly into program design, wherever appropriate, to enhance efficiency, relevance, and impact. This will require ongoing capacity building, coordination with partners, and adaptation to operational realities.

As NRC Cameroon continues to shift toward a more localized approach, this position will play an important role in supporting local actors and systems to take on greater leadership in cash and market-based programming.

What we are looking for

The Cash and Markets Programme Development Manager will lead technical work on market-based approaches and Cash and Voucher Assistance (CVA), guiding projects from start to finish. Working across sectors and teams, the role connects programme and support functions, drives market and feasibility assessments, and strengthens tools and systems for efficiency, monitoring, risk management, and reporting.

The position also coordinates across departments, builds the capacity of NRC and partner staff, and represents NRC in external platforms such as the Cash Working Group. Reporting to the Head of Programme, the role collaborates closely with MEAL, Area Managers, Logistics, Core Competence Specialists, and Project Managers, with technical support from NRC’s Global Cash and Market Adviser.

What you will do

  • Strategy and Technical Leadership

Contribute to Cash and market systems specific inputs for the Country Strategy, Response Plans and CC strategies including innovative technologies.

Strengthen NRC operational systems readiness to implement cash and market systems interventions effectively, including the development of Standard Operating Procedures and tools for intervention or concept design, and provision of guidance for adaptive management.

  • Programme Implementation and Technical Support

Technically lead implementation of the Cash and Market Assistance with local partners.

Provide the required technical guidance to field teams, review and adapt SOPs specific to the interventions.

Work with local partners and NRC field teams to identify and implement the most appropriate cash modality and transfer mechanisms In line with donor requirements and contextual realities.

Collaborate with the implementation partners and NRC field teams to review progress and ensure targets are met according to agreed work plans and deliverables.

Ensure reporting tools are in place and understood by field teams for daily tracking of distributions.

  • Capacity Building and Knowledge Management

With the support of the Global Cash and Market Adviser, develop and implement a capacity building plan tailored to the needs and capacity of partners and NRC staff in cash and voucher assistance and in market systems approaches and market programming and response.

Work closely with MEAL to ensure documentation of lessons learned and success stories and programme impact of market-based programmes.

  • Market Analysis and Evidence Generation

Support Programme teams in selecting appropriate market analysis methodologies.

Support Programme teams in planning, requesting and coordinating Type 1 market analysis with Logistics

Support CC teams in conducting market analyses, other than Type 1 and designing evidence-based programmes using appropriate technologies, methodologies, and tools.

Support CC teams in selecting methodologies for analysing market systems and working with external actors to define responses aligned with NRC programme outcomes.

  • Reporting, Risk Management, and Compliance

Manage the compilation of activity and periodic reports, and liaise for review, submission and dissemination.

Develop and maintain updated risk management plans and devise risk monitoring systems.

  • Representation and Coordination

Engage, participate and influence decisions at Cash Working Group (CWG) and other coordination platforms while fostering effective relationships.

What you will bring

1. Professional competencies

  • Bachelor’s degree in social sciences, Development Studies, Business Studies or Economics another relevant field highly preferred.
  • At least 4 years of field experience in cash and market-based programming with a focus on market systems, at least 2 years in a management role.
  • Understanding and experience of the specific demands of CVA and market-based programming in humanitarian response settings, including but not limited to Cameroon.
  • Demonstrated experience with multi-sector emergency response, including MPCA and RRM
  • Experience in directly building partnerships with the private sector and working with local Partners
  • Familiarity with digital payment platforms and CVA delivery tools.
  • Proven experience of working in complex and volatile contexts
  • Strong coordination skills
  • Fluency in English and French both spoken and written required

Context related skills, knowledge and experience:

  • Experience with cash and market – based programming in the development/ humanitarian field in Cameroon or similar contexts
  • Experience working with local partners
  • Robust experience with market analysis in the humanitarian sector
  • Experience with inter-agency coordination in the development/ humanitarian field
  • Very strong analytical skills (experience in collecting and large sizes of analysing data)
  • Excellent facilitation and presentation skills
