1. BACKGROUND AND CONTEXT

The Danish Refugee Council / Danish Demining Group (DRC/DDG) has been operational in West Africa since 1998. DRC/DDG’s aim is to contribute to the peace and stabilization, protection and promotion of durable solutions to crisis affected populations in the region. The overall strategic objective of the programme is to support peace and stabilization, protect and promote durable solutions to conflict affected populations in Nigeria, Liberia, Burkina Faso, Côte d’Ivoire, Guinée, and Mali on the basis of humanitarian principles and fundamental human rights.

In 2015, DRC/DDG opened a new country programme in Nigeria responding to the huge humanitarian needs and challenges in the North East of Nigeria. Nigeria’s north-east is currently experiencing a significant humanitarian crisis, which has been the result of the ongoing-armed conflict between Boko Haram, the Nigerian military and the Multi-National Task Force in the north-east. The conflict in Nigeria has caused displacement and human suffering on a massive scale. Since the onset of the conflict in 2009, it is estimated that more than 20,000 people have been killed, 4,000 women and girls have been abducted and 2.5 million people forcibly displaced from their homes. According to the Nigeria 2018 Humanitarian Response Plan the humanitarian crisis in north-east Nigeria continues as hostilities between Nigerian security forces and non-state armed groups enter their ninth year. Civilians still bear the brunt of the conflict that has resulted in widespread displacement, lack of protection, destroyed infrastructure and collapsed basic services. The food and nutrition crisis is of massive proportions. An estimated 7.7 million people in the three most affected states of Borno, Adamawa and Yobe now depend on humanitarian assistance for their survival. To date, 1.6 million people remain displaced in the three most affected states. Massive assistance has mitigated the risk of famine; however, this improvement in the situation is extremely fragile. Millions are vulnerable to severe food insecurity as any disruption of the food pipeline may cause people to again slip below emergency thresholds. Humanitarian aid has also not adequately addressed the underlying vulnerabilities nor facilitated durable solutions for the 1.3 million people who have returned to their areas of origin or for those who remain displaced, mainly in urban centres with limited social services.

Since 2016, DRC/DDG has been implementing a project with funding from EU Trust Fund to support IDPs and host communities in Borno and Adamawa States of Nigeria. The overall objective of DRC/DDG’s programme is to promote stability and resilience among those affected by displacement in north-eastern Nigeria, in particular in Borno and Adamawa states. DRC/DDG has been implementing Cash Transfer Programmes funded by the EUTF, SDC, OFDA and FFP. DRC/DDG will expand the cash transfer programme as cash is an appropriate modality in the locations where DRC/DDG is implementing Cash Transfer Programmes with functional markets and accessible locations.

OBJECTIVES OF THE TRAINING

The objective of the Cash Transfer Training is to build the capacity of DRC/DDG Staff on the fundamentals concepts of Cash Transfer Programming, design and implementation skills, to share recent research and learning and encourage advocacy, institutionalization and coordination in Cash

Transfer Programmes (CTP).
The training aims to enable DRC/DDG practitioners involved in humanitarian responses (inclusive of slow onset emergencies, immediate relief operations, and early recovery phases), to have:

· Improved knowledge on the fundamentals of Cash Transfer Programming

· A more in-depth understanding of cash and voucher transfer programs.

· Improved capacity to evaluate the appropriateness of CTP compared to other response mechanisms.

· The ability to improve the effectiveness of CTP though improved skills on design, implementation coordination, monitoring and evaluation.

· An insight on how to work with different types of CTP in a range of contexts and sectors

· Greater skills and confidence to manage CTP throughout the project cycle.

· The confidence to determine transfer types, amounts, and payment methods.

· The ability to anticipate and mitigate potential CTP bottlenecks.

· Basic advocacy messages for CTP in appropriate contexts.

· An understanding of the basics of coordination and humanitarian standards that relate to CTP.

SCOPE OF WORK:

1. Documentation of inception report and development of training modules based on training needs and desk review

· Identify training needs through online surveys or staff interviews to assess staff capacity

· Meeting with management to discuss about staff capacity gaps and training needs

· Desk review of DRC Cash Transfer Programmes and contextual analysis

· Develop and tailor training modules on the fundamental concepts of cash and voucher programming based on identified staff gaps and contextual analysis.

2. Strengthen staff capacity on the Fundamentals of Cash Transfer Programming

· Define cash transfer programming, including key terminology and definitions, and state principles for good practice in CTP

· Describe modalities, delivery mechanisms and different tools for cash transfers

· Define preconditions for implementation of cash transfers

· Explain the relevance of cash transfers in different humanitarian contexts and the importance of stakeholders in CTP

· List the key steps and associated tasks for cash transfers in the humanitarian project cycle

· Identify the roles and responsibilities of different staff functions in the CTP project cycle.

3. Develop and strengthen the capacity of DRC/DDG staff in cash transfer programme design and implementation, to share recent research and learning, and encourage advocacy, institutionalization and coordination in cash transfer programming (CTP).

· Make evidence based decisions on the appropriateness and feasibility of CTP

· Rationalise and justify the use of different transfer modalities to meet different programme objectives

· Manage programmes with greater skill and confidence throughout the CTP process

· Determine transfer modalities and delivery mechanisms

· Advocate for CTP in appropriate contexts

METHODOLOGY

Develop training modules that include theory, case studies and practical/participatory sessions to ensure the described scope of work and deliverables are addressed. The consultant is expected to develop training modules that will be reviewed by DRC/DDG and deliver an in-house training for DRC/DDG participants.

Please note that these Terms of Reference do not prescribe a specific methodology but stress that the final product be one that depicts a structured training resource that meets the above objectives and key tasks described in the scope of work.

WORK PLAN

Initial phone/face to face briefing and discussion with DRC Head of Programmes and Livelihood Coordinator: 1 day

Online survey and interviews to assess staff capacity and training needs: 1 day

Desk review of DRC Cash Transfer Programmes and contextual analysis and preparation of training modules and materials : 5 days

Review of developed modules to ensure that training content addresses tasks described in the scope of work: 2 days

Inception Report Compilation: 3 days

Cash Transfer Training for DRC/DDG Staff 5 days

Debriefing: 1 day

Final Training Report writing: 4 days

Total number of days: 22

DELIVERABLES

· Inception report detailing the staff training needs, contextual background and the relevance of the planned training before conducting training

QUALIFICATION AND COMPETENCIES

An experienced consultant highly skilled in facilitation, with knowledge of CTP and with the ability to understand, appreciate, thoroughly demonstrate and develop training materials will be recruited to produce the deliverables of this TOR. In addition to the above, the individual consultant must:

· Be a holder of a university degree in social science or related field

· Demonstrate experience in capacity-building projects in different contexts and cultures, focusing on training development.

· At least five 5 years of progressive field experience in CTP in emergency and early recovery contexts.

· Experience in monitoring, quality control and institutional capacity building efforts and development projects, preferably in post-conflict countries.

· A demonstrated understanding and analytical capacity in the identification of issues relating to indicators of performance in projects.

· Familiar with current and past socio-economic-political and cultural dynamics of North East Nigeria.

· Be fluent in English with excellent oral and written communication skills.

· Have excellent communication and presentation skills. Be a creative thinker, with a drive for results and strong commitment.

· Proficiency in using computer applications, including software such as Power Point and Word

· Have the ability to work effectively and harmoniously with colleagues and counterparts from varied professional backgrounds.

COVERAGE AND TIMELINE OF THE ASSIGNMENT

Assignment coverage: DRC is seeking an experienced consultant/ Consultancy Firm. The consultant/consultancy firm is expected to be deployed in the field and should be willing to travel within Adamawa and Borno States in the North-East of Nigeria.

Start date: 21 January 2019 is the anticipated start date and it is expected that the assignment will be completed by 19 February 2019. The consultant/Consultancy firm will be required to identify the necessary resources to undertake this consultancy.

a) Administrative Evaluation: Evaluated to ensure compliance with all the RFQ requirements and to ensure that all Bids and calculations are readable and acceptable. Note that the proof of registration as a consultant is mandatory to pass the administrative evaluation.

b) Technical Evaluation: All Bids received will undergo a Technical Evaluation based on ‘best value for money’. Note that it is mandatory to provide a sample of previous evaluation report for your bid to be considered during the technical part.

Years of experience in Cash Transfer Programmes in complex humanitarian crises (minimum five years of experience): 8%

Experience in monitoring, quality control and institutional capacity building efforts and development projects, preferably in conflict and post-conflict countries: 15%

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.
