ABOUT THE OPPORTUNITY

Internews is seeking of Chief of Party candidate for an anticipated USAID-funded media strengthening project with the general goal of supporting independent media.

The Chief of Paty will provide strategic guidance and leadership for Internews’ program; coordinate technical, legal, and professional capacity building assistance to partners and beneficiaries; ensure proper oversight of Internews personnel, financial management, and administration policies; and coordinate with other media stakeholders in the region to ensure that Internews leverages other resources, avoids duplication, and complements other media development initiatives. The Chief of Party will also be responsible for establishing strong partnership and dialogue with appropriate donor representatives.

LOGISTICS

The position will be based in Kampala, Uganda.

DAY-TO-DAY TASKS will include:

  • Provide leadership, management, representational and operational oversight for Internews’ program in the region.
  • Provide strategic, operational, and representational assistance to ensure that activities are meeting their goals and targets, recommending program adjustments when necessary to keep the project on track.
  • Cultivate and strengthen relationships with local partner organizations and ensure that implementation is responsive to the needs of partners and beneficiaries.
  • Track and report project progress and activities monthly against work plans.
  • Oversee program monitoring and evaluation in the region to ensure effective implementation and to measure the impact of activities.
  • Maintain a thorough knowledge of independent media issues in Uganda (print, broadcast, and new media), and a general understanding of the challenges and opportunities facing independent media in-country, as well as the range of programmatic approaches and actors at work in the sector.
  • Ensure the project is in compliance with all grant and cooperative agreement rules, requirements, and regulations as well as with Internews’ internal policies and procedures.
  • Serve as the primary budget authority over the project, responsible for ensuring all costs charged to the project are allowable, reasonable, and correctly allocated.
  • Provide management and oversight of daily operations of Internews’ program in Uganda.
  • Accept fiduciary responsibility for all funds advanced for the purpose of the project.
  • Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Carry out management responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.
  • In all duties, uphold Internews’ Core Values and demonstrate commitment to fostering a culture of belonging.

QUALIFICATIONS WE’RE LOOKING FOR

Required

  • Advanced degree (Master’s or higher) in media and communications, international development, rule of law, social sciences, management, or a related field OR equivalent lived/professional experience.
  • 10+ years of progressively responsible experience managing national, multi-country, or international development programs in the region, with at least 5 years of experience in program management (e.g., Chief of Party, Deputy Chief of Party, Program Director, Program Manager, etc.) for media and information sector development projects.
  • Excellent written and spoken English.
  • Experience and familiarity with the regional media sector.
  • Significant professional experience in either print, broadcast, or new media.
  • Experience as a manager or trainer with professional capacity-building programs for journalists and media outlets.
  • Demonstrated leadership skills and experience in building and maintaining productive working relationships with a wide variety of institutional partners and stakeholders, including host governments.
  • Demonstrated mentoring abilities and experience supervising and supporting senior managerial staff.
  • Strong interpersonal and communication skills, including reporting skills.
  • Experience in fundraising and development of innovative program concepts.
  • Ability to work in a multicultural environment both virtually and in-person, including with colleagues in different time zones.

Internews Network, now Internews, is an international non-profit organization.

Formed in 1982, Internews Inc. is a 501(c)(3) organization incorporated in California. It has worked in more than 70 countries and trained more than 80,000 people in media skills. It is a founding member of Internews International, an umbrella organization, based in Paris, of 30 associated non-governmental media organizations. Internews was founded by David M. Hoffman, Kim Spencer, and Evelyn Messinger.

Internews Europe is an independent media development organization, based in London, UK, and relying mainly on European funding.

In early 2015, Internews Network and Internews Europe began to integrate more closely and operate cooperatively with independent boards of directors

Since inception, Internews has worked with 4,800 radio and television stations and print publications. Internews activities include

Training. Internews trains 8-10,000 media professionals each year in journalism, production, and management. For more advanced students, Internews offers training in topics such as computer graphics, media law, and investigative journalism.

Production. To strengthen the independent media sector, Internews works with local media professionals to produce original programming. In 2008 this came to 8800 hours of television and radio programming.

Media infrastructure. Internews provides a broad range of infrastructure support to enable independent media to provide vital news and information, including providing journalists and stations with production equipment, creating production studios, and building radio stations from the ground up.

Media law and policy. To allow independent media to fulfill their “watchdog” function, Internews has worked for the adoption and implementation of fair media laws and policies in 21 countries.
