Chemonics seeks a chief of party for the anticipated USAID Eliminating Malaria Activity in The Gambia. The activity aims to strengthen malaria case-based surveillance and response to accelerate elimination; enhance cross-border coordination for implementation of malaria interventions and data sharing between The Gambia and Senegal; strengthen MoH/NMCP central-level capacity to sustain, manage, and intensify malaria control and elimination efforts; and optimize delivery of malaria services through community-based approaches in The Gambia. The chief of party is responsible for providing overall strategic direction and leadership for the project; managing the development of technical strategies and work plans; monitoring programmatic, financial, and administrative performance; supervising the administration of standard project operating and financial procedures; managing short- and long-term technical assistance; and maintaining effective communication with the client, the headquarters office, the public and private sectors, and other donors and cooperating agencies.

Responsibilities include:

  • Provides critical leadership, strategic vision, and overall activity management to ensure effective implementation of the activity
  • Effectively builds and sustains positive working relationships and partnerships with governments, donors and partners
  • Leads activity inputs, program strategy, as well as external representation and coordination with project counterparts, USAID, host country contacts, other donors within the sector and other programs, as necessary
  • Responsible for compliance with the agreement results and the oversight of activities which will meet the stated objectives of the activity
  • Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of Public Health, and other key stakeholders
  • Implement strategies that demonstrably improve malaria prevention, testing, and treatment, and reduce malaria mortality and morbidity
  • Supervise senior management team, technical and administrative staff, and subcontracting organizations
  • Identify issues and risks related to project implementation in a timely manner and institute appropriate program adjustments
  • Coordinate with relevant stakeholders in the provision of assistance to build the capacity and capability of national systems
  • Ensure compliance with USAID, U.S. government, and Chemonics policies, as well as local laws, regulations, and procedures
  • Performs other duties and responsibilities as required

Qualifications:

  • 10 years of experience or equivalent managing and implementing health care programs in international settings, preferably in Africa
  • Proven success in managing malaria programs in the DRC and/or Central Africa is preferred
  • Demonstrated leadership in fostering successful partnership approaches and relationships among a variety of organizations/institutions including government, private sector, local NGOs, and community-based organizations
  • Master’s degree in public health or other relevant degree related to Activity’s outcomes
  • Candidates must demonstrate recent, practical experience in managing malaria programs
  • Strong English language skills, especially good oral and written communication skills
