Chief of Party, Tunisia

ACDI/VOCA is seeking a Chief or Party for an upcoming Food for Progress Climate Smart Agriculture Activity in Tunisia funded by USDA. The anticipated program will boost economic well-being in rural communities by strengthening agricultural productivity while incorporating innovative climate smart technologies.

The Chief of Party will oversee all project activities, ensuring they are executed efficiently and effectively, leading to the achievement of project objectives. The program is anticipated to start in 2024 and this position will be based in Tunisia.

Responsibilities

  • Lead the project team, overseeing planning, implementation, monitoring, and evaluation of project activities to ensure they are delivered on time, within budget, and in accordance with USDA and ACDI/VOCA standards
  • Serve as principal liaison with USDA staff, institutions, and client country partners to exchange information and develop professional relationships
  • Prepare and submit timely and accurate project reports to the USDA and ACDI/VOCA, highlighting progress, challenges, and lessons learned
  • Spearhead strategy development and utilize managerial tools and frameworks to improve the ability of the team to achieve project goals successfully and sustainably
  • Facilitate the development of the program’s evolving theory of change, overseeing the implementation of the work plan and tracking progress towards core indicators and learning objectives
  • Administer the program’s financial oversight and procedures, ensuring compliance with established ACDI/VOCA’s accounting principles and USDA regulations
  • Represent ACDI/VOCA and the program to the public and donor community

Qualifications

  • Bachelor’s degree in Agriculture, Environmental Sciences, International Development, or relevant field is required; master’s degree is desired.
  • Minimum 10 years of progressively responsible experience managing and implementing international development projects, with at least 5 years in a leadership role.
  • Knowledge of and experience with USDA rules and regulations is highly desired.
  • In-depth knowledge of the agriculture sector and climate-smart agriculture practices, preferably in the North African context.
  • Proven ability to collaborate successfully with host-country government officials, financial institutions, international donors, and private sector stakeholders.
  • Demonstrated experience in program designs, planning and implementation of similar projects.
  • Experience working in Tunisia preferred.
  • Fluency in English required, fluency in French or Arabic required.
