ABOUT THE POSITION

Dexis is seeking an experienced Chief of Party (COP) to lead USAID’s Northern Economic and Livelihoods for Youth (NELY) activity based in Benin. This is a five-year project aimed at improving purchasing powers, developing self-sufficiency, and improving inclusion in the modern economic marketplace for men and women vulnerable to recruitment by violent extremist groups.

This position is contingent upon contract award.

RESPONSIBILITIES

The Chief of Party is responsible for overall leadership and technical direction of the activity and coordination with key counterparts, ensuring an integrated vision among different activities and stakeholders, with a focus on achieving the overall objective and deliverables defined in the scope of the contract.

  • Providing technical leadership, administrative oversight, and direction for all programmatic and administrative issues.
  • Serving as lead supervisor of project personnel, short-term experts, subcontractors, and grantees to achieve project objectives in a timely manner.
  • Providing technical support to the team across all operational and programmatic areas.
  • Serving as Dexis’ point of contact for USAID, government institutions, other implementing partners, and other key stakeholders.
  • Managing the contract and being responsible for the overall technical and financial health of the project.
  • Leading the development and submission of project deliverables, such as reports, annual work plans, and other items as specified in the contract.
  • Overseeing monitoring and evaluation of activities, meeting targets, and adapting activities as needed to achieve program outcomes.
  • Ensuring p proper financial management, procurement, human resources and logistics management in compliance with Dexis and USAID policies and procedures
  • Overseeing the grant making process, ensuring compliance with Dexis’ policies and USAID’s regulations.
  • Overseeing the implementation of security policies and procedures, and provides leadership in managing security incidents.
  • Fostering a collaborative, team-oriented environment that actively solicits inputs from team members and provides opportunities for growth.

QUALIFICATIONS

  • Bachelor’s degree in a relevant field. Master’s degree preferred.
  • Minimum of fifteen (15) years’ experience with increasing responsibility.
  • Minimum of eight (8) to ten (10) years managing complex economic growth and/or vocational training programs.
  • At least three (3) years of senior leadership and supervisory experience on USAID programs, previous experience as a USAID COP strongly preferred.
  • Understanding of the interplay between CVE and economic livelihoods.
  • Track record managing large grants components.
  • Previous successful representational experience with donors, international NGOS, and all levels of host governments and communities.
  • Excellent interpersonal and intercultural skills with demonstrated ability to lead and work effectively with a wide range of staff and stakeholders.
  • Professional proficiency in oral and written English.
  • Level III fluency in French required; level IV highly preferred.
  • Experience working in Benin or West Africa highly preferred.
