ABOUT THE POSITION

USAID/Zambia seeks a Deputy Executive Officer to provide administrative, logistical, and contractual support to all program operations for the Mission. The Deputy Executive Officer will be responsible for coordinating the delivery of effective and efficient management and providing advice on U.S. acquisition legislation, policies, regulations, and procedures in the Zambia country context. The Deputy Executive Officer will be expected to provide overall direction for leadership, guidance, and professional expertise and knowledge and collaborate closely with staff in all management and logistical executive functions. This position is a 5-week assignment located onsite in Lusaka, Zambia, beginning in late June.

Responsibilities

  • Support the country Director in carrying out the operations and management assignments. This involves support with convening and facilitating meetings, Mission-wide travel track and reporting, or other approved Agency systems, and coordinating the administrative support functions across the Mission, and manage any other operational tasks as determined by the Mission Director.
  • Support efforts to enhance Mission strategic workforce planning, creating and updating presentations and trackers to illustrate current and forecasted workforce numbers, projected staffing costs, and highlighted any potentially critical staffing gaps.
  • Manages the Mission newsletter, providing timely updates on key deadlines and other operations information.
  • Provide quality assurance to ensure Mission messaging, deliverables, materials, activities, and other tasks related to Mission operations, policies, and procedures.
  • Supports Mission internal communications, including drafting slides, facilitating meetings, and writing talking points for the Front Office and Mission Director as necessary.
  • Review contracting documents for accuracy and compliance and assist with contract administration.
  • Assist Acting Executive Officer with commercial space lease project, as directed.
  • Research ADS, FAM,/FAH, FAR regulations to assist with Executive Office customer service requests.
  • Serve as the expert on Mission operations, policies, and procedures.
  • Maintain compliance with all rules and regulations of USG and USAID policies in Zambia.
  • Performs other duties as needed.

Qualifications

  • Must possess a bachelor’s degree and 10 years of experience performing and supervising USG and USAID management operations or overseas experience specifically related to administrative management for a large and complicated organization.
  • Understanding of Federal Acquisition Regulations primarily Simplified Acquisition Procedures FAR Part 13
  • Expertise with Personal Service Contracts including recruitment, hiring and contract administration.
  • Familiarity with Federal travel regulations
  • Have proven experience providing day-to-day direction in support of administrative and operational needs of a large and complex Mission.
  • Must have or be able to obtain a USAID Facility Access Clearance (FAC)
  • Display strong leadership skills and the ability to work in a multi-disciplinary and multi-cultural team.
