Chief Technology Officer

The National Public Health Institute of Liberia (NPHIL) is a governmental center of excellence created in 2016 to address the challenges experienced in responding to Ebola from 2013-2016. NPHIL’s mission is to strengthen existing infection prevention and control efforts, laboratories, surveillance, infectious disease control, public health capacity building, response to outbreaks, and monitoring diseases with epidemic potential.

NPHIL achieves this mission by: ● Contributing to the development and sustainability of the public health workforce ● Developing, enhancing, and expanding the surveillance and response platform ● Developing and strengthening the laboratory system and public health diagnostics ● Developing, enhancing, and expanding processes and structures to protect environmental and occupational health ● Expanding, conducting, and coordinating public health and medical research to inform Liberian public health policies ● Ensuring sustainable financing and operations of the NPHIL

The role: In partnership with Resolve to Save Lives, NPHIL now seeks qualified candidates for the position of Chief Technology Officer (CTO). This role is responsible for overseeing the effectiveness of technology solutions for NPHIL’s public health programs. The CTO will work directly with the Deputy Director General (DDG) and the Director of the Division of Infectious Disease Epidemiology (DIDE) to lead the: a) strategy, b) development, and c)scale-up/maintenance of technology solutions for NPHIL’s digital products and services. The role will require engagement across NPHIL divisions, including the NPHIL ICT director, who manages NPHIL’s internal information technology and infrastructure.

This position is a full-time role reporting to the DDG, NPHIL. The ideal candidate will be based in Monrovia, Liberia. The role is a 24-month contract opportunity, with the possibility to renew at the end of the term. We are prioritizing applications from Liberian nationals for this role.

Duties and responsibilities: ● Build long-term relationships with key decision-makers and stakeholders that result in meaningful technology collaborations.

● Collaborate with key stakeholders across NPHIL, Ministry of Health, and external partners to develop and grow a strategy for how technology can best have a positive public health impact in Liberia. ● Prioritize projects and activities that have the best combination of feasibility and likelihood of success. ● Communicate technology strategy to the team and partners. ● Evaluate and drive the technical architecture for NPHIL’s digital solutions. ● Grow and foster a high-quality team with the necessary capabilities and management systems. ● Design and implement capacity-building activities for the NPHIL team to increasingly absorb design and technology responsibilities. ● Evaluate digital governance maturity and guide enhancements for NPHIL and partners. ● Lead internal/external teams in agile development to ensure effective project management, requirements gathering, architecting, software development, quality assurance testing, delivery, and user feedback processes. ● Provide leadership and support to governance processes such as the digital technical working group. ● Represent NPHIL at key meetings, presentations, and conferences.

Experience, skills, and abilities: ● 10-12+ years’ experience leading software teams as a technical product manager or engineering lead. ● Digital Health experience in the public health or healthcare sector is required. ● IT/Digital Strategy development and implementation experience is highly desirable ● Strong experience working with stakeholders with diverse backgrounds (healthcare, laboratory, supply chain, technology) in a fast-paced environment. ● Ability to engage/build a technical partner network in Liberia/Africa/Globally to leverage for NPHIL’s digital roadmap development ● Strong experience in Project Management (digital transformation projects) including change management ● Strong familiarity with global health technologies, interoperability, and security ● Experience running a complex technical team interfacing with governments. ● Experience building and managing diverse and inclusive teams. ● Experience with the Agile product management framework ● User-centered perspective on selecting and implementing technology that can be used and maintained by less technical teams. ● Experience with product management tools like Github, Jira, Trello, etc. ● Experience with data management systems and databases such as PostgreSQL, ETL, Elastic Search, NoSQL, Druid, Microsoft SQL, GraphQL, etc.

● Management knowledge of web and mobile development platforms ● Knowledge of open-source software licensing and IP issues ● Strong communication skills (written and oral) and ability to engage/lead meaningful Leadership discussions in government and partner ecosystems ● Strong collaboration skills in a multi-stakeholder environment

Background Resolve to Save Lives (Resolve) is recruiting a public health professional for a secondment to the Rwanda Biomedical Centre, focusing on issues of cardiovascular health. Specifically, the Cardiovascular Health Program Manager will support expansion of quality hypertension diagnosis, treatment and care in Rwanda and will also contribute to a healthy food environment in Rwanda by supporting the development of policies and practices that can reduce sodium intake and eliminate artificial trans fat from the food supply.

Resolve to Save Lives Resolve is an initiative funded by Bloomberg Philanthropies, the Chan-Zuckerberg Initiative, and the Bill & Melinda Gates Foundation. It is led by Dr. Tom Frieden, former director of the U.S. Centers for Disease Control and Prevention (CDC), and hosted by Vital Strategies, a public health organization that works in more than 70 countries to strengthen public health systems and address leading causes of morbidity and mortality. Resolve, along with key partners such as WHO, works to reduce cardiovascular diseases by reducing global sodium intake by 30%, eliminating artificial trans fats from the food supply, and improving the control of hypertension globally to 50% from 14%.
