he Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which the U.S. Government procures and delivers health commodities and provides systems support to improve the management of the partner countries’ supply chain. In Kenya, GHSC-PSM supports the Ministry of Health and other stakeholders to improve the availability of life-saving health commodities and strengthen supply chain systems. This position is funded by the U.S. Department of State and will support administrative operations of the GHSC-PSM Kenya Project Office.

The Clearance and Administrative Officer’s responsibilities include, but are not limited to:

1.Sort, organize and ensure that all documents relating to Government Supplies Import Permits (GSIP) and Tax exemption applications are submitted by USG and other donor agencies.

2.Methodically and systematically, file copies of all Government Supplies Import Permits and Authorization letters.

3.Digitally file all documents submitted to aid the application of permits, tax exemptions as well as the permits and authorization letters relating to the specific applications.

4.Facilitate customs clearance of USG procured commodities by inputting batch numbers per invoice in the Kentrade system using MOH account as required by the Pharmacy and poisons board.

5.Prepare monthly reports on all Government Supplies Import Permits requests, Authorization letters and treasury Tax exemption letters.

6.Track all Government Supplies Import Permits requests, authorization letters, endorsed bills of lading and the National Treasury duty free Notification (DFN) for KRA tax waiver processing to ensure that USG procured commodities are cleared in a timely manner.

7.Assist to reconcile the drawdown quantities in specific exemption requests against the quantities in the approved Master List and maintain accurate balances to avoid overshooting the approved quantities and values.

8.Update and maintain inventory required to support the entire donations and tax exemptions process.

9.Provide administrative and office support as needed.

10.Perform any other duty that may be assigned to him/her.
