Accountabilities
Programming
- Ensure strong link with Gender officer of same project to integrate gender issues into resilience and planning on climate change.
- Strengthening the links and coordination between community actors, DMCs, teachers and school clubs including child parliament, where they are functional.
Documentation and reporting
- Work with the Project Manager to document best practices , and the dissemination of Disaster Risk Reduction and Climate Change Adaptation information and learning internally and to different partners (government, other NGO, DMCs, etc)
- Ensure timely and quality reporting according to the terms, conditions and standards established and agreed with Plan Mozambique and donor;
- Ensure all project monitoring documents are filed appropriately and data is collected from the field in a timely and accurate manner.
- Prepare and send monthly progress reports to the DRR manager on the implementation of activities.
Monitoring
- Conduct regular visits to all sites to monitor activities and collect data.
- Ensure strong communication with stakeholders to understand challenges and find ways to overcome them. Accurately report on monthly achievements for the project as required by the PM.
Work planning
- Create weekly and monthly workplans with the project manager. ,
Child protection
- Plan has a strict child protection policy and guidelines that all staff must follow at all times. All staff is expected to help ensure all Plan associates know, understand and follow these and take an active role in the protection of all children from abuse and exploitation.
- Ensure code of conduct and Child Protection policy with active partners is signed
- Monitor child protection practices in school clubs to ensure partners compliance with Child Protection policy
Manage and report on risk
- Channel any child protection risks to the child protection focal points whenever noticed.
- Reporting concerns regarding safeguarding or PSEA to the Safeguarding focal point without delay.
Technical responsibilities
Strategic Plan
- Ensure that all activities implemented are aligned with the CSP
Information sharing
- Prepare and send to the project manager on monthly basis reports of activities implementation and send immediately reports of trainings and work done with partners.
- Comply with SOPs and data sharing protocols for sharing of sensitive information.
- Ensure that informed consent is taken from children and adult participants before conducting interviews and taking photographs, or any other relevant time.
Knowledge and practice
- Knowledge of climate related issues
- Knowledge and practice of integrating climate change adaptation modules into school curriculum.
- Knowledge of designing evaluations for projects, conducting focus groups discussions and surveys.
- Experience working with children, in particular adolescents.
Dealing with Problems:
- Complexity of problems handled and the degree of investigation, analysis, & creative thinking required solving them
- The CCA Officer must have a thorough knowledge of Project goals and job roles amongst others build relationship communication activities and Community mobilization and facilitation in program activities.
- The CCA Officer deals with problems related to timely delivery of the Project plan. H/she provides appropriate technical support in implementation of the Project agreed objectives and involves the project manager in matters requiring assistance in a timely manner.
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential
- Gained through education, training, & experience
- Skills, knowledge and behaviour associated with Capacity building, implementation, partnerships.
- Good organizational skills
- Report writing, program cycle management, accountability , Strong communication and interpersonal skills, including mobilization and persuasion skills
- Proven knowledge and experience working in Disaster Risk Reduction, preferably in school or community setting.
- Minimum of five years of relevant professional experience in humanitarian and emergency related work;
- Experience of working with grassroots organizations;
- Experience of developing and facilitating workshops and good facilitation skills;
- Ability to write reports in Portuguese and English;
- University degree in Climate Change, social science such as geography, sociology, development studies or related field or grade 12 with considerable experience.
- Fluent spoken and written Portuguese and English
Desirable
- Master’s Degree in Social Sciences or other equivalent;
