The Health and Nutrition Programme is seeking a skilled and experienced Community Health (CH) Coordinator. The primary responsibility of this role is to provide technical expertise and programme management leadership for the ECHO project, as well as other related community health initiatives.

Under the supervision of the Health and Nutrition Programme Manager, the CH Coordinator will oversee the implementation of Integrated Community Case Management (iCCM) activities across supported districts. This includes contributing to the design, execution, monitoring, and evaluation of effective and sustainable iCCM strategies, ensuring the achievement of project goals and deliverables.

Key Duties & Responsibilities

The Health and Nutrition Programme is seeking a skilled Community Health (CH) Coordinator to lead and oversee the implementation of community health interventions, with a strong focus on the Integrated Community Case Management (iCCM) activities, within the ECHO project.

Key responsibilities:

Project implementation and management

  • Collaborate closely with the Health & Nutrition Programme Manager (HNPM) and the Ministry of Health (MOH) to implement the ECHO project community health interventions, with a particular emphasis on iCCM at both facility and community levels.
  • Monitor and evaluate the implementation of the ECHO project and community health, ensuring alignment with the project work plan and national guidelines
  • Lead Training of Trainers (ToTs) on iCCM and provide mentorship to community health officers (CHOs) to ensure the effective implementation of updated and innovative approaches.
  • Actively contribute to the preparation of the project work plan, budget, and technical reports for submission to the line manager.
  • Provide ongoing technical support and guidance on community health and iCCM interventions, ensuring the application of sustainable mentoring approaches for community health officers and iCCM Supervisors.
  • Conduct regular supportive supervision for CHOs, iCCM supervisors and CHWs, ensuring the quality and adherence to Somalia’s national Community Health Strategy.
  • Assist in organizing project activities including meetings, trainings, field visits, and events to enhance the implementation of the community health and iCCM strategy.
  • Provide feedback and solutions based on findings from field visits and monitor the effective implementation of proposed improvements.
  • Compile and review donor reports, ensuring the accuracy and quality of data, and meeting indicator expectations.
  • Ensure that CHWs have adequate stocks of medicines and supplies, based on monthly consumption patterns.
  • Ensure the integration of protection and gender considerations throughout project activities, including creating mechanisms for women’s participation in decision-making on public health matters.
  • Represent Trocaire in relevant meetings with district authorities and other stakeholders to strengthen project visibility and collaboration.
  • Perform any other relevant tasks as assigned by the line manager within the scope of the program implementation plan

Logistics & Procurement:

  • S/He will work with the Procurement and Warehousing team to prepare and execute a procurement plan to ensure favourable lead time for the procurement team.
  • Coordinate with the Procurement team to prepare and distribute necessary job aids, and training materials, and ensure the timely delivery of supplies to target sites.

Monitoring and Evaluation:

  • In close collaboration with HPM, develop and monitor learning and documentation activities related to community health and iCCM in supported districts.
  • S/He will in collaboration with the MEAL team, set up programme impact/process monitoring systems and collect relevant secondary data relating to disease patterns, facilities and Trocaire programmes.
  • Collaborate with the MEAL team to ensure that the learnings from the project implementation are being tracked and the information analysed to inform the changes being brought in the project.
  • Lead efforts to translate program data and findings into programmatic guidance.
  • S/he will work with the Trocaire management team in the field in monitoring and reporting progress, and, adopt agreed changes in project design to conform to varying contexts.
  • S/he will develop a monthly activity schedule based on the project work plan to facilitate timely implementation.
  • S/he will contribute to the preparation of monitoring and assessment tools in collaboration with the MEAL team.
  • S/he will prepare and submit timely weekly/monthly reports to the Humanitarian Programme Manager.

Team management:

  • Lead, manage and support direct reports – five (5) community health officers in Kismayo, Ceel Waaq, Luuq, Dollow and Belet Haawa districts – and ensure the proper performance management of these staff, including setting objectives, conducting annual performance appraisal reviews and ensuring team members have individual development plans.
  • Ensure effective and appropriate systems and processes for team learning and development.
  • Organise, motivate and lead team members. Participate in recruitment, define job profiles, draw up individual objectives, validate action plans, and carry out assessments

Coordination

  • Where necessary, S/He will strengthen relationships between Trocaire, UN agencies and beneficiaries, (community leaders and government agencies) working closely with all project stakeholders.

Person Specification – Essential Requirements

(E) Qualification

Minimum of a Bachelor’s degree in Nursing, Bachelor’s Degree in Clinical Medicine and Community Health, or Bachelor’s Degree in Public Health with a background in nursing. A strong requirement of valid and current license to practice from relevant bodies.

(E) Experience

  • Additional training related to child health, Malaria or Community health and project planning and management
  • Minimum of 5 years of experience in community health-related activities and programs.
  • Previous experience managing community health and ICCM implementation projects
  • Skilled in community health surveillance, M&E and at least two or more of the following technical areas: strengthening service delivery programs, training, pre-service education, performance, and quality improvement.
  • Proven track record in crafting community mobilization, sensitization and awareness-raising activities.
  • Training and capacity building skills in (iCCM) or Integrated management of childhood illness (IMCI)
  • Knowledge and experience in undertaking assessments and analysing the results.
  • Fluency in written, spoken English and Somali languages is mandatory.
  • Knowledge of different working standards and ethics including SPHERE.
  • Demonstrable experience in managing teams, supervising and training others.
  • Ability to prioritize and commit to meeting deadlines.
