Overall purpose of the role

Under the management of the Chief of Party, with technical line management from the Head of Support Services and close coordination with the Country Finance Manager, the Finance Coordinator supports financial management across the DRC country programme and consortium portfolio. The role balances country-office responsibilities with the financial coordination of consortium grants and partners, covering accounting, budgeting, forecasting, donor reporting, grant and partnership management, audits, compliance, and ERP/Dynamics processes. The position strengthens internal controls, financial analysis, and planning for the consortium and relevant stakeholders throughout the project cycle.

Responsibilities

Consortium Financial Management and Compliance

  • Provide compliance oversight for the consortium and ensure adherence to donor regulations, partnership agreements, DRC policies, and internal guidelines.
  • Provide compliance guidance, tools, and consultations to consortium partners based on identified needs.
  • Ensure partners are updated on key financial decisions, donor requirements, and policies adopted by the Consortium Management Unit and DRC.
  • Review and process partner payment requests and support timely payment, reconciliation, and liquidation of partner instalments.
  • Review partner financial reports, perform verifications, follow up identified issues, confirm final versions, and consolidate information for donor reporting.
  • Track partner budget changes, reallocations, overspending, and underspending and recommend appropriate corrective actions.
  • Coordinate consortium and partner audits, compliance reviews, and financial close-outs, including follow-up of findings and settlement of balances.
  • Conduct field visits and financial verifications with consortium partners and their finance focal points when required.

Financial Accounting and Internal Controls

  • Review DRC accounting transactions, vouchers, partner financial reports, and supporting documentation to ensure accuracy, completeness, appropriate coding, budget allocation, and compliance with DRC policies, partnership agreements, and donor requirements.
  • Support month-end and year-end closure processes and ensure compliance with established deadlines.
  • Review bank, cash, balance sheet, control account, and consortium-related reconciliations and follow up on identified discrepancies.
  • Monitor advances, partner instalments and liquidations, prepayments, accruals, and accounts payable to ensure timely reconciliation and clearance.
  • Ensure DRC and consortium financial documentation is properly filed, archived, and readily available for internal reviews, donor verifications, and audits.
  • Support implementation and continuous improvement of internal controls and financial procedures.

Budget Management, Forecasting, and Financial Analysis

  • Support development, revisions, financial analysis, forecasting and consolidation of detailed DRC and partner budgets and budget breakdowns for implementation and reporting purposes.
  • Support preparation and review of Budget Follow-Ups (BFUs), Forecast Follow-Ups (FFUs), consortium financial tracking tools, and other financial management reports.
  • Monitor project burn rates and spending trends and identify potential financial risks.
  • Support monitoring of DRC co-funding requirements, support cost recovery, shared cost allocations, and partner budget ceilings.

Grant Financial Management and Donor Reporting

  • Coordinate the preparation, consolidation, review, and submission of DRC and consortium quarterly, interim, annual, and final donor financial reports in accordance with donor requirements and reporting deadlines.
  • Support timely resolution of financial report queries and follow-up actions raised by donors, DRC, or consortium partners.
  • Support DRC and consortium project activation, grant set-up, partner budgeting, and financial orientation processes.
  • Support the preparation, review, and submission of annual financial reports, statutory reports, and other financial reports required by external stakeholders, regulatory authorities, government entities, and relevant directorates in accordance with applicable requirements and deadlines.

Capacity Building and Technical Support of the consortium

  • Deliver finance induction sessions for newly recruited staff.
  • Provide on-the-job coaching and technical support to DRC finance staff, budget holders, and consortium partner finance focal points.
  • Support DRC and consortium partner capacity building on budgeting, forecasting, donor compliance, financial reporting, and financial management.
  • Develop shared guidance materials, tools, and practical resources to strengthen financial management practices within DRC and across the consortium.
  • Promote knowledge sharing and continuous improvement across the finance function.

Additional Duties

  • Perform other finance-related duties and special assignments requested by the Finance Manager or supervisor(s) to support the effective functioning of DRC. This job description clarifies the main responsibilities of the position but is not a definitive task list.

  • Ensure mastery of the DRC Dynamics (ERP) System
  • Support the development, maintenance, and regular updating of online and offline master budgets, ensuring alignment with approved donor budgets, funding allocations, spending plans, and organizational financial planning requirements.
  • Coordinate preparation for DRC and consortium internal audits, external audits, partner audits, donor verifications, and compliance reviews.

Qualifications, experience and technical competencies

  • Degree in Finance or Accounting with at least 6 years work experience in finance or accounting
  • Minimum 4 years of international practical experience in financial management in an NGO
  • Advance proficiency in Excel
  • Experience in consortium or partnership financial management, including partner reporting, compliance, and consolidated financial reporting, is preferable.
  • Ability to work in multi-cultural environment and a good team player.
  • Must be able to maintain highest level of confidentiality regarding work-related information and data.

Languages:

  • Proficiency in written and spoken English.
  • Arabic is highly preferred
