1. Background:

The Refugee Consortium of Kenya (RCK) is a national non-governmental organization founded in 1998 in Kenya with a mission to protect and promote the wellbeing, voice and dignity of the displaced and host populations. The organization operates under five strategic pillars including the legal aid and governance; peace and social justice; women and girls’ empowerment; mental health and psychosocial support; and organizational development.

RCK is dedicated to promoting peace and social justice in communities affected by displacement and conflict. Our Peace and Social Justice Program aims to address root causes of conflict, enhance community resilience, and build sustainable peace.

RCK continues to facilitate the implementation of programs and initiatives aimed at fostering peace, justice, and inclusivity within diverse communities, with a particular focus on displaced persons and host communities. The role will involve capacity building the existing community structures on AJS/ADR and to establish social cohesion among the community members

2. Purpose and objective(s) of the consultancy:

2.1 Purpose

The key purpose of this consultancy is to develop an AJS / ADR training manual for the existing community structures that are handling conflict related matters to instilled alternative dispute resolution mechanisms (ADR) and that the manual incorporates a graduation model to measure knowledge, planning for a series of trainings over the next 2 years (the highest level will be Mediator)

2.2 Specific Objectives

The TOR highlights some of the key aspects to be addressed by the selected consultant as captured below. However, the selected consultant is at liberty to provide further guidance on additional activities that might be required for an adoptive AJS/ADR manual.

i. Training Manual-Develop a manual in accordance with the AJS national policy/ National steering committee on peace building and conflict management guidelines.
|ii. Capacity Building -To strengthen the capacity of the training of the trainer (ToT)
iii. Knowledge and impact measure- Measuring successful intervention by the trained persons highlighting the application of the skills, knowledge and impact of the training.

3 Expected Outputs:

· Training manual

· Capacity assessment report, recommendations and proposed next steps;

· Knowledge update report.

· Training of the trainers

4 Methodology:

The consultant will be expected to propose a methodology to be applied in developing the manual.

5. Ethics:

If primary data collection with human subjects is proposed, please outline the process you will put in place to ensure this is collected in an ethical manner.

6. Key deliverables of consultant(s) and timeframe:

The timeframe provided for the deliverables allows for quality assurance by the RCK. It is important to note that the timeframe is more of a guideline and, therefore, reasonable flexibility of the consultant will be allowed.

7. Timeline:

· The setting up of an adoptive training manual incorporated with graduation model and knowledge uptake to be done between 14th – 22nd October, 2024.

8. Other provisions:

8.1 Budget

The budget shall be discussed with the selected candidate.

8.2 Terms and Conditions

This work will be undertaken by an external consultant. Proposals should include and adhere to the time frame set to complete the work and at a costed rate.

Interested applicants who meet the required profile are invited to present an expression of interest by submitting both technical (in docx format) and financial proposals (in excel format) separately with the subject clearly marked “RCK AJS/ADR Consultant” on or before 10th Oct, 2024, via email to [email protected].

All applications must have the following:

1. Relevant experience (maximum 3 pages): The experience the consultant has in AJS/ADR manual development. Please provide 3 examples of similar assignments carried out by the individual consultant/firm: client name, contacts, contract value, assignment and services provided. Additionally, include CVs of lead consultant and other participating consultant(s) with details of qualifications and experience in this and/or similar assignments;

2. Technical proposal: Summarizing the understanding of the TOR (written submission); a proposed methodology for carrying out the assignment; work-plan clearly indicating the activity schedule1; and a risk analysis and mitigation strategy; and

3. Financial proposal: providing cost estimates (costs per activity line, staff, and any logistics etc.) and technical consultancy fees. This should be presented in a PASSWORD protected EXCEL with formulas and an accompanying budget narrative that describes the main cost categories (maximum 2 pages).

All candidates will be contacted and informed of the outcome of the selection.
